A standing body that convenes on cadence to weigh substrate evidence, exceptions, and breaches, and to decide whether the load envelope holds, tightens, or may be raised — so the limit is revised by accountable deliberation, not by operational drift.

An envelope that can never change becomes wrong as the world changes; an envelope that anyone can change on the spot is no limit at all. Capacity Envelope Review Board resolves that tension by making revision of the limit a deliberate, accountable act. It is the standing body that convenes on a fixed cadence, weighs the substrate evidence and the record of exceptions and breaches, and decides whether the envelope holds, tightens, or may be raised — and it owns the public justification for wherever the limit lands. Its defining move is to govern changes to the limit itself: not the moment-to-moment enforcement, but the periodic, evidence-bound decision about what the sustainable envelope should now be, made by a body that can be held to account for it.

Example

A regional fishery is governed by a management council that meets each season. Before it sits, it receives the stock assessment, the year's monitoring survey, the ledger of emergency openings granted last season, and any breach reports. From these it sets the coming season's total allowable catch — the envelope the dockside quota and admission machinery will then enforce. A proposal to raise the catch after two strong recruitment years is not waved through on demand: it goes through a readiness check asking whether the rebuild is genuinely established or merely two lucky years, and the burden of proof sits with expansion. The council then publishes a plain rationale for the limit so the fleet understands why the cap is where it is. The council never hauls a net or inspects a hold; its job is to decide the number on the evidence and stand behind it.

How it works

The board sits on a set cadence rather than on demand, so revision tracks real change instead of whoever is pushing hardest this week. Its inputs are the assessment, the substrate monitoring, the drawdown ledger, and breach reports; its outputs are a hold / tighten / raise decision on the envelope and a published rationale. Expansion is treated asymmetrically — raising the envelope must clear a readiness bar keyed to demonstrated substrate recovery, while tightening can move faster. What makes it this mechanism is that it is the legitimate venue for revising the limit, binding each revision to evidence, cadence, and an account it must defend.

Tuning parameters

  • Review cadence — how often the board sits, from annual to quarterly to shock-triggered. Frequent review tracks change closely but invites churn and per-cycle lobbying.
  • Expansion evidence bar — how much sustained substrate recovery is required before the envelope may rise. A high bar resists ratcheting up on one good year; set too high, it forecloses legitimate growth.
  • Seat composition and independence — how many seats are held by substrate-side or independent members versus demand-side operators. More independence resists capture; less makes decisions faster but easier to pack.
  • Transparency depth — how fully the rationale and underlying evidence are published. Openness builds legitimacy but exposes the board to pressure.
  • Off-cycle standing — who may force a review after a breach or shock, and how high the bar is to convene early.

When it helps, and when it misleads

Its strength is that the envelope is revised by accountable deliberation on evidence rather than by quiet drift. It institutionalizes adaptive management — the discipline of treating a limit as a working hypothesis, monitored and re-tested on a set cadence as evidence accumulates rather than fixed once and forgotten.[1]

Its failure modes are capture and ratcheting. Pressed by the interests that want more, a board can keep nudging the envelope upward to accommodate demand rather than substrate, and grandfather every exception until the limit has crept without a single explicit decision to move it. The subtlest failure is a board handed responsibility but no real authority — or no independent evidence — which merely launders operational decisions behind a veneer of stakeholder consent. The discipline that keeps it honest is an explicit evidence bar for expansion, independent substrate indicators empowered to override optimistic output metrics, and a cadence that forces open exceptions to be repaid rather than rolled.

How it implements the components

  • envelope_review_cadence — it is the cadence: the scheduled forum at which the envelope and its evidence are re-examined on a rhythm rather than on impulse.
  • capacity_expansion_readiness_gate — it owns the go / no-go on raising the envelope, gating expansion on demonstrated substrate readiness instead of demand pressure.
  • public_or_stakeholder_limit_explanation — it is the accountable body that publishes and defends the rationale for the limit to those the limit binds.

It does not produce the substrate evidence it weighs — that comes from Carrying Capacity Assessment and the monitoring transect and substrate depletion dashboard — nor hold the exception log it reviews (Capacity Drawdown Ledger), nor enforce the limit day to day, which is the work of the demand admission gate and load shedding trigger.

Notes

The board's decisions are only as honest as the substrate evidence in front of it. Without independent indicators empowered to override optimistic output metrics, a review board defaults to the loudest demand-side voice and quietly becomes a ratchet. Its authority to revise the envelope and its access to independent evidence are a matched pair: authority without evidence rubber-stamps, and evidence without authority is ignored.
