The Claim-Scope Watermark is a durable label bound to an output. The coverage limits a map and audit establish are worthless if they fall off the moment the number is copied into a headline — so the watermark fixes the claim's boundary to the artifact itself: this says X about this slice, observed from this vantage, and not beyond it. Its defining idea is inheritance: the label is engineered to ride along through every reuse, so a claim cannot be silently promoted from "what we could observe" to "the whole landscape." It is not a map of coverage or a judgment of gaps — it is the packaging that makes a coverage-limited claim carry its own scope wherever it travels.

Example

A pollster reports "52% support the measure." Left bare, that topline gets requoted as "the public supports the measure." The watermark binds the scope the number can honestly claim directly to it: "52% ±3.5, among likely voters reached by landline and online panel — US adults with phone or internet access, weighted to census; excludes non-internet, unlisted-cell, and institutionalized households; fielded [month]." It is attached at publication and formatted to survive copy-paste — a caption locked to the figure, scope fields written into the data file's metadata, a required line in any embed. When a newspaper republishes the 52%, the inheritance rule requires the caption to come with it; when an aggregator ingests it, the scope fields ride in the record; and a claim that shows up without its watermark is flagged out-of-scope by default. The one thing the report cannot do is quietly become a statement about "the public." The named failure it guards against is coverage error — the gap between the population a frame can reach and the population a claim is read as covering[1].

How it works

  • State the covered slice the claim actually speaks for — the landscape it observed — not the landscape a reader will assume.
  • Compress vantage plus exclusions into a fixed boundary label short enough to travel and pointed enough to be read.
  • Bind the label to the artifact — caption, metadata field, required embed line — so it is part of the object, not a separate note.
  • Encode an inheritance rule: any reuse must carry the label; a claim that appears stripped of it is out of scope until re-established.

Tuning parameters

  • Label verbosity — a one-line scope caption versus a full methods block. Short travels farther and gets read; long is complete but gets dropped exactly when it matters.
  • Binding strength — advisory footnote versus machine-readable scope fields a downstream system must ingest. Stronger binding survives more hops of reuse.
  • Default on strip — what a claim means once the watermark is lost: treat as unscoped-and-suspect, or as full-scope. Defaulting to suspect penalizes stripping.
  • Scope grain — one boundary for the whole report versus a scope per figure. Per-figure is precise but noisy, and dilutes the caveat that matters most.

When it helps, and when it misleads

Its strength is that it closes the leak between careful methods and careless reuse, turning over-generalization from an easy slide into a visible violation, and it hands downstream users a boundary they can check by eye or by machine. Its limit is that a watermark states scope, it does not enforce restraint — a determined reader can quote past it, and an over-long label gets ignored precisely when the stakes are high. It can even breed false safety: a crisp scope caption can make a claim feel more authoritative than its coverage warrants, documenting the blind zone without shrinking it. The classic misuse is scope-washing — a thicket of caveats that technically discloses everything while burying the one exclusion that would change how the claim is read. The discipline is to lead the label with that most-over-generalized exclusion, keep it short enough to actually ride along, and pair it with a register that tracks where the claim has travelled.

How it implements the components

The Claim-Scope Watermark realizes the labeling side of the archetype's machinery — the components that keep a claim bound to its vantage:

  • landscape_claim_scope — names the covered slice the claim can honestly speak for, distinct from the landscape it will be read as covering.
  • claim_boundary_label — compresses vantage and exclusions into the fixed label physically bound to the output.
  • downstream_inheritance_rule — requires the label to travel with every reuse and defaults a stripped claim to out-of-scope.

It does not decide the scope's substance — the coverage map (Access/Occlusion Matrix) and audit (Blind-Zone Audit) supply that — and it does not track where labeled claims travel; a Coverage-Limited Claim Register does. The watermark only makes the boundary ride along.
