Concern Validity Review¶
Classification review — instantiates Goal Valence Decomposition and Separation
Classifies each avoidance driver as legitimate constraint, reducible barrier, or distorted appraisal — and protects the valid ones from being "overcome."
The Concern Validity Review examines each item on the avoidance map and gives it a legitimacy class — legitimate constraint, reducible barrier, uncertainty, identity threat, or distorted appraisal. Its defining idea is that not all aversion is an obstacle: some avoidance drivers are valid signals that ought to be respected, and the whole purpose of the classification is to protect those from being reduced away, while routing only the genuinely reducible ones to intervention. This is a judgment-of-validity step whose output is a label per driver; it is not the final decision about the goal, and it is not the elicitation that produced the drivers in the first place. Critically, it can veto: a driver classed as a legitimate constraint may force redesign or refusal rather than uptake.
Example¶
A city proposes a protected bike lane on a busy corridor, and residents raise a wall of concerns. The Concern Validity Review classifies each rather than treating them as one lump of "opposition." "The lane narrows the road so a fire truck can't get through" is tagged a legitimate constraint — to be honored, possibly forcing a redesign. "We lose two parking spots outside the bakery" is a reducible barrier — negotiable, mitigable. "Cyclists will make the intersection chaos" is flagged a distorted appraisal where local crash data points the other way. "This just isn't who we are — we're a driving town" is an identity threat, which no engineering fix touches.
The outcome is that the interventions now aim only where they should. The fire-access constraint is designed around, not messaged past; the parking loss is mitigated; the misappraisal is answered with evidence; and — the point of the whole review — nobody tries to "overcome" the safety concern, because the review marked it as a stop, not a hurdle. A precautionary posture keeps a valid safety signal protected even under pressure to just ship the lane.[1]
How it works¶
- Label every item. Assign each avoidance driver a validity class rather than leaving it as undifferentiated resistance.
- Separate respect from reduce. Sort the map into "reduce/redesign" versus "respect/honor/stop," so downstream mechanisms only touch the reducible set.
- Flag vetoes. Mark any driver that should halt or reshape the goal outright, keeping legitimate constraints visible and protected.
- Hand off the reducible subset. Pass only the barriers, misappraisals, and uncertainties on to conversion, messaging, or staging.
Tuning parameters¶
- Scheme granularity — how many validity classes; finer schemes capture nuance but slow the review and invite hair-splitting.
- Burden of proof for "misappraisal" — how much evidence before a concern is called distorted; a loose bar dismisses real concerns as irrational, a strict bar preserves them.
- Adjudicator — who classifies; proponents alone bias toward "reducible," an independent or mixed panel guards against motivated labeling.
- Protected-class weighting — how strongly safety, consent, and equity concerns default to "legitimate," raising the bar to ever reclassify them as reducible.
When it helps, and when it misleads¶
Its strength is that it prevents the archetype's single worst misuse — treating valid resistance as an obstacle to be engineered away — by making legitimacy an explicit, defensible label rather than an afterthought.
Its failure mode is false invalidation: labeling a legitimate concern a "misappraisal" to clear the path, which launders coercion as analysis. Its mirror is false symmetry — treating a valid safety concern and a manufactured one as equally negotiable because both sit on the avoidance map. The classic misuse is a proponent-run review that quietly reclassifies every inconvenient constraint as reducible. The guarding discipline is independent adjudication, a real burden of proof before calling a concern distorted, and a standing default to protect safety, consent, and equity signals unless strong evidence overturns them.
How it implements the components¶
This mechanism fills the legitimacy-filtering step of the archetype:
avoidance_legitimacy_filter— it is the filter: a per-driver classification into legitimate constraint, reducible barrier, uncertainty, identity threat, or misappraisal.avoidance_driver_map— it annotates this map in place, tagging each entry with its validity class so downstream mechanisms know what they may and may not touch.
It does NOT choose the overall action — proceed, stage, redesign, defer, or reject — that is Recomposition Commitment Review (recomposition_decision_rule), its nearest twin, which decides while this only classifies; and it does not elicit the avoidance items in the first place — that is Approach-Avoidance Elicitation Protocol (approach_driver_map, plus the raw avoidance map it here annotates).
