Consensus Vote

Voting instrument — instantiates Consensus Convergence

Puts the choice to an explicit ballot and declares agreement reached when the tally clears a threshold fixed before the count.

A Consensus Vote is the instrument that converts a room of individual positions into a single counted outcome and fixes, in advance, the tally that will count as agreement — a simple majority, a two-thirds supermajority, or full unanimity. Its distinctive move is making closure quantitative and rule-bound: the question "have we agreed?" is answered not by a facilitator's read of the room but by a number set against a threshold everyone accepted before anyone knew how the count would fall. It is narrow on purpose — it says nothing about how the options were framed, what evidence was weighed, or whether the losing side was heard. It only decides, cleanly and legitimately, whether the bar was met.

Example

A 60-unit housing cooperative is deciding whether to fund a roof replacement through a special assessment that will bind every owner. Because the money is compulsory, the bylaws set the bar high before the question ever came up: a two-thirds supermajority, not a simple majority. The board debates for an hour, then the chair calls the ballot. Forty-one units vote yes — 68%, just over the 66.7% threshold — so the assessment carries.

What makes this a consensus vote rather than a straw poll is that the threshold and the franchise were locked in beforehand. The nineteen owners who opposed the assessment accept the outcome as binding, not because they were persuaded, but because the rule they lose under is the same rule they would have won under. The vote manufactured a legitimate stopping point; it did not manufacture agreement.

How it works

What distinguishes a vote from the surrounding deliberation is that its parameters are set before the count and cannot be adjusted to fit the result:

  • The franchise and threshold are fixed first. Who votes (and whether votes are weighted or one-member-one-vote) and what fraction counts as passage are settled before the ballot, so the losing side can't dispute the rule after the fact.
  • Positions aggregate at equal weight. Each ballot is one unit of the tally; rhetorical force, status, and airtime drop out at the moment of counting.
  • Closure is binary against the bar. The outcome is pass or fail versus the threshold — not a facilitator's interpretation of consensus.

Ballot secrecy is a deliberate design choice, not a default: a secret ballot surfaces private preference where conformity pressure is high, an open one builds accountability.

Tuning parameters

  • Threshold height — simple majority up to unanimity. Higher bars produce more buy-in and legitimacy but are far easier to stall on; unanimity hands every participant a veto.
  • Franchise and weighting — one-member-one-vote versus weighted, delegated, or quorum-gated. Widening the franchise raises legitimacy but dilutes expert judgment.
  • Ballot secrecy — secret reveals true distribution and blunts conformity; open enforces accountability and lets reasons attach to positions.
  • Sequencing — how late in the process the vote is called. Voting early is fast but anchors the group before understanding forms; voting late risks fatigue.

When it helps, and when it misleads

A vote's strength is speed and legitimacy: when the question is well-framed and the franchise is right, it produces an unambiguous, defensible stopping point that survives the losers' objection. Its limit is that counting positions is not the same as creating agreement. Called too early, it locks in whatever anchor was on the table and can ratify an Abilene-paradox outcome that no one privately wanted.[1] It discards the losing side's reasoning rather than recording it, and it is easily abused — staged to rubber-stamp a decision already made, or run after quietly shopping for the threshold under which your side wins. The discipline that keeps it honest is to fix the threshold and franchise before the count, to vote only after real deliberation, and to reach for a secret ballot whenever the room is under pressure to conform.

How it implements the components

A vote is a closure instrument, so it fills only the two components that a tally can carry:

  • convergence_target — the chosen threshold is the required kind and degree of agreement made explicit: majority for a reversible call, unanimity where every party must be bound.
  • closure_rule — the tally-against-threshold is the archetype's closure rule in its most literal form; agreement is declared exactly when the count clears the bar.

It does not frame what is being decided (shared_question — that's Consensus Workshop), level the evidence base (evidence_standardEvidence Briefing Packet), or preserve the losing reasoning (minority_report, dissent_handlingMinority Statement Protocol and Consent Decision Rule).

Notes

A vote can test closure but cannot substitute for the rest of the pattern. A ballot dropped onto a group that never shared a question, never leveled its evidence, and never surfaced dissent will produce a clean number over a hollow agreement — the classic way the mechanism gets mistaken for the whole archetype.

[1] The Abilene paradox (Jerry B. Harvey): a group collectively agrees to a course of action that no individual member actually wants, because each mistakes the others' silence for assent. A vote — especially a secret one — is one way to expose it, and a public early vote is one way to cement it.
