Contribution Review Cadence¶
Recurring review ritual — instantiates Free-Rider Mitigation
Reviews obligations, exceptions, burden concentration, and provision health at a fixed interval so a contribution arrangement is recalibrated on evidence rather than on complaint.
A Contribution Review Cadence is the standing appointment where a group stops collecting and starts looking — a scheduled, whole-population health check on the contribution arrangement itself. Once a quarter (or a season, or a release), the same panel pulls the same panel of numbers and asks the questions no single transaction can answer: is provision actually on target, is the burden quietly concentrating on a shrinking core, are waivers and disputes trending in a way that says the rule has drifted out of fairness? Its defining move is that it is aggregate and no-blame: it never adjudicates a particular person's shortfall — that is a waiver case or a sanction case — it takes the temperature of the system and hands the rule-owners an evidence-based recommendation. It produces the two panoramic artifacts everything else reads: a provision-health signal and a refreshed benefit-and-burden map.
Example¶
A nonprofit makerspace runs on member dues plus volunteer upkeep of its laser cutters, 3D printers, and wood shop. Day to day nobody has a view of the whole; problems surface only as grumbling. So the board institutes a quarterly review. Each quarter the operations lead brings the same one-page pack: dues collected against the provision target, the share of maintenance hours done by the top five members, the waiver rate and how it's moving, the record-dispute count, and tool downtime. This quarter the pack shows funding is fine but 70% of shop maintenance is being carried by four people, two of whom have cut their hours. That single distributional fact — invisible in the healthy top-line number — is the finding. The review doesn't punish anyone or set a new rule on the spot; it flags "burden concentration approaching churn risk" and asks the dues committee to revisit whether maintenance credit is being recognized, and the volunteer coordinator to widen the rota. The arrangement gets adjusted a quarter before the four burn out, rather than a quarter after they quit.
How it works¶
What separates this from an ad-hoc "we should talk about volunteering" meeting is that it is fixed, instrumented, and distributional:
- Fixed cadence, standing pack. The review happens on the calendar regardless of whether anything looks wrong, and it reads the same metric set each time so trends — not incidents — drive it.
- Aggregate and distributional, not per-person. It reports the provision ratio and how the burden is spread (top-contributor concentration, coverage, churn), because a scheme can hit its funding target while exhausting a handful of people.
- No-blame framing. Findings name patterns and system risks, never individuals; individual conduct is routed to the waiver or response mechanisms, keeping the review a safe diagnostic.
- Recommendation, not verdict. Its output is a recalibration proposal handed to whoever owns the rule, the rota, or the recognition policy — the review diagnoses, others act.
Tuning parameters¶
- Interval — shorter cadence catches drift earlier but costs attention and can over-react to noise; longer intervals are cheap but let concentration build past the point of easy repair.
- Metric breadth — a tight pack (provision ratio, burden share, waiver rate) is legible and repeatable; a wide pack catches more but buries the signal and invites metric-chasing.
- Distributional depth — whether you look only at totals or slice by contributor, contribution form, and subgroup. Slicing surfaces hidden concentration but raises the privacy cost of the review.
- Action threshold — how large a swing counts as a finding worth escalating; set it tight and every review generates churn, set it loose and real drift slides through.
- Panel independence — who sits on the review. Including people the numbers reflect on makes it faster but risks the health check being talked out of its own findings.
When it helps, and when it misleads¶
Its strength is turning a slow, invisible failure — burden concentration, quiet contributor churn, a waiver process that has silently become unusable — into something a group notices while it is still cheap to fix, and doing so on a schedule rather than only after a crisis forces the conversation. It is also where a fair-share rule earns the right to be trusted: a rule that is never re-examined against outcomes ossifies.
It misleads when the metric pack becomes the target. Once contributors know exactly which numbers the quarterly review watches, the numbers start to be managed rather than the good — Goodhart's law in miniature, where a measure adopted as a target stops measuring what it used to.[n1] A review that rewards visible, countable activity will quietly teach people to produce visible, countable activity and to neglect the maintenance and coordination work the pack can't see. The guarding discipline is to pair every quantitative finding with a sampled case look — read a few real waivers, a few real disputes — and to rotate which distributional cut leads, so no single gameable number ever becomes the whole story.

It sets no one's dues and judges no one's inability: it does not build a contribution_obligation or a fair_share_rule — those are Membership Dues or Assessment's — and it never adjudicates an individual's exemption_and_hardship_path, which is Hardship Waiver Process's per-case job. The review reads their outputs in aggregate; it does not perform them.
