Cultural Diagnosis Interview Protocol¶
Protocol — instantiates Causal Layer Reframing
A field interview instrument that collects complaints, lived experience, and contested meanings from affected people — with deliberate attention to whose voices are in the sample.
The deeper layers of a reframing are only as good as the human material they are built from, and that material has to be collected before it can be interpreted. The Cultural Diagnosis Interview Protocol is the field instrument that does the collecting: a structured set of prompts for talking to the people an issue actually lands on, eliciting what they have experienced, the stories they tell about it, and the meanings they contest. Its defining move is that it produces primary human input, not a frame — transcripts and quotes, not an analysis — and its signature discipline is a running check on whose voices are in the sample. A protocol that interviews only the easy-to-reach will hand every downstream layer a distorted picture; this one treats sampling as part of the method, not an afterthought.
Example¶
A rural health network cannot dislodge stubbornly low childhood-vaccination rates, and the standing explanation inside the clinics is "noncompliance." Before accepting that, they run a Cultural Diagnosis Interview Protocol in the surrounding communities. The prompts move from the concrete outward: walk me through the last time you tried to get your child to a clinic appointment surfaces litany-level facts — a two-bus trip, clinic hours that collide with shift work, a receptionist who was curt. What do people around here say about the clinic? elicits a story the staff had never heard: "they don't really see us; we're a checkbox." And the voice check does real work — the sampling plan deliberately reaches the never-enrolled and the primarily non-English-speaking families, not just the parents already showing up, because those are precisely the people the "noncompliance" frame had rendered invisible.
The protocol itself draws no conclusions. What it hands off is a corpus: complaints, a distrust narrative, and a set of contested meanings around the word care. That corpus is what later lets a memo and a canvas reframe the issue from "noncompliant parents" to "an access system that reads as indifference."
How it works¶
- Layered prompt ladder. Questions move from concrete experience ("tell me about a time…") toward meaning ("what does this issue say about how people like you are treated"), so respondents supply raw material for several layers without being asked to theorize.
- Sampling-as-method. Before interviews begin, the protocol specifies which affected groups must be present and flags who is structurally hard to reach, treating an unbalanced sample as a defect to fix rather than accept.
- Verbatim capture. It records people's own words and images rather than paraphrases, because the exact metaphors are the downstream signal.
- Contested-meaning prompts. Dedicated questions ask where people disagree about what the issue means, surfacing minority readings that a consensus summary would erase.
Tuning parameters¶
- Sample breadth vs. depth — many short interviews or few long ones. Breadth improves representativeness; depth reaches the tacit stories, and the two compete for the same field budget.
- Prompt directiveness — open narrative invitations versus targeted questions. Open prompts avoid leading but yield sprawling transcripts that are costly to analyze.
- Voice-check stringency — how hard the protocol works to reach excluded groups, from convenience sampling to active outreach. Higher stringency improves legitimacy at real cost in time and access.
- Anonymity level — attributed versus de-identified responses. Anonymity loosens tongues on contested meanings but weakens the ability to trace a frame to a specific standpoint.
When it helps, and when it misleads¶
Its strength is that it grounds the whole reframing in evidence from the people who live the issue, and its voice discipline is the archetype's main guard against a frame that quietly universalizes one group's worldview. Done well, it is where a project first hears the narrative that will reorganize everything downstream. It is the practical counter to epistemic injustice — the wrong done when a group's testimony is discounted or when they lack the shared concepts to make their experience legible.[n1]
Its failure mode is a sampling illusion: a protocol that reaches only the willing and available produces a confident, richly-quoted, and systematically skewed corpus — worse than no data, because it wears the authority of fieldwork. The classic misuse is extractive interviewing, mining affected people for quotes that decorate a conclusion already reached. The guarding discipline is to publish the sample composition alongside the findings and to treat any group named in the issue but absent from the transcripts as an open gap, not a rounding error.
