Delegation Runbook closes the gap between having authority and being able to use it well. A charter may grant a frontline actor the right to act, but a right without a repertoire is hollow. The runbook supplies the missing operating knowledge: the recognizable situations in which the local actor should act rather than wait, the specific responses already sanctioned for each, and — its distinguishing insistence — the training or certification that must be passed before the runbook is handed over. It is not the boundary and not the escalation table; it is the how-to that makes bounded local action competent and repeatable instead of improvised.

Example

An airline authorizes gate agents to resolve irregular-operations cases — misconnects, cancellations — without phoning a supervisor, so passengers get rebooked in minutes instead of an hour. The Delegation Runbook is what makes that safe. It names the triggers ("inbound delayed past legal connection time," "flight cancelled with more than 20 displaced passengers") so agents recognize when the delegated authority applies. For each it lays out the pre-approved repertoire: rebooking priority order, when a hotel voucher is allowed and at what cap, which partner carriers may be endorsed. And before an agent receives the runbook and its system permissions, they must pass a certification on it. The result: a stranded passenger at 11pm is rebooked and housed by an agent acting alone, entirely inside pre-sanctioned moves.

How it works

  • Encode the triggers. Describe the recognizable local situations in which the actor should exercise the delegated authority rather than escalate or wait.
  • Pre-approve a repertoire. For each trigger, lay out the specific responses already sanctioned, so the actor chooses from a vetted menu instead of inventing under pressure.
  • Gate on competence. Require passing a certification on the runbook before authority and system access are granted.
  • Keep it worked, not abstract. Concrete cases and scripts, so someone meeting the situation for the first time can follow it at speed.

Tuning parameters

  • Repertoire breadth — how many pre-approved responses are stocked. A rich repertoire handles more cases locally; too rich and the actor faces their own decision overload.
  • Prescription tightness — scripted steps versus principles. Tight scripts are fast and consistent but brittle off-nominal; principles flex but demand more judgment.
  • Certification bar — how hard the gate is to pass. A high bar raises competence but slows how fast you can widen the pool of authorized actors.
  • Revision cadence — how often triggers and responses are refreshed as edge cases surface. Stale runbooks are where reality and rule drift apart.

When it helps, and when it misleads

Its strength is that it makes delegated authority usable by ordinary staff at speed: recognizable triggers plus a vetted repertoire plus a competence gate turn a grant into reliable action, and it captures hard-won handling of edge cases so each actor need not rediscover them.

Its failure mode is rote following — the runbook applied to the letter while the situation has quietly drifted out of its assumptions, the pattern Diane Vaughan called the normalization of deviance.[n1] An over-tight runbook can also suppress the local judgment that was the whole reason to delegate. The classic misuse is treating the runbook as exhaustive, so anything it did not foresee gets forced into the nearest listed response rather than escalated. The discipline is a fast path to escalation for off-script cases and a live revision loop that folds new cases back in.
