The Dual-Metric Decision Memo is the governance artifact that binds the whole reconciliation to action. On a single page it states which decisions the aggregate governs — current-state stewardship and the obligations embedded in it — and which the leading edge governs — the intervention on the process generating new contributions — then names an owner and resources for each track and fixes the triggers and review date that will end or change the regime. Its defining move is dual-track commitment with owners: it converts analysis into two coordinated, accountable tracks that share one reconciliation date, so neither the installed state is neglected nor the emerging signal ignored.
Example¶
A state unemployment-benefits agency sees total backlog falling as adjudicators clear old cases, while new weekly intake takes steadily longer to resolve because documentation requirements and assignment capacity have degraded. The memo lays out two tracks. Track 1 — aggregate stewardship: continue clearing the old backlog and honor the statutory payment deadlines owed to claimants already in the queue; owner, the operations director; resources, the existing adjudicator pool. Track 2 — leading-edge intervention: simplify the intake form and add front-end staff to reverse the rising time-to-clear; owner, the intake-redesign lead; resources, a named budget line. Triggers: if new-case time-to-clear worsens for two more weeks, escalate to the deputy commissioner. Review date: eight weeks. Rebaseline rule: if the intake process is redesigned, archive the old series with a bridge. One page, both tracks, owners, triggers, and a closure condition.
How it works¶
- Reference the evidence, don't re-derive it. The pair, decomposition, and horizon are cited from the mechanisms that produced them; the memo's job is to decide, not to compute.
- Assign each action to the metric qualified to govern it. Current-state actions attach to the aggregate; process-changing actions attach to the leading edge; conflicts between them are named, not assumed away.
- Run the obligation check. It records who remains in the aggregate and what is owed to them, distinguishing genuine duties from mere historical attachment.
- Set the closure machinery. Escalation and de-escalation triggers, a review cadence, and a version-controlled rebaseline rule with preserved bridges keep the episode from becoming a permanent bureaucracy.
Tuning parameters¶
- Obligation scope — broad scope can freeze all change; narrow scope can rationalize abandonment; the memo sets it deliberately and reviewably.
- Review cadence — how often the dual-track regime is re-examined against fresh evidence.
- Decision asymmetry — how much stronger the proof must be to contract a service to vulnerable groups than to expand a promising one.
- Trigger thresholds — the specific evidence levels that escalate, de-escalate, or close each track.
- Publication rules — what is reported internally versus externally, and on what delay, to balance early warning against privacy.
When it helps, and when it misleads¶
Its strength is that it stops metric warfare and dual-dashboard paralysis by naming who acts on what; it blunts both aggregate complacency and leading-edge overreaction by giving each its own track rather than one contested headline.
Its failure modes are memo theater — a document written and never enforced — and obligation over-scope that freezes every change in the name of continuity. The classic misuse is invoking a weak leading edge to justify abandoning hard-to-serve claimants before the evidence stabilizes. The guarding discipline is RACI-style ownership that puts a name against every action[n1], plus an obligation check used to distinguish duties from sunk-cost attachment rather than to defend the status quo.
