Formal Declaration Record¶
Record — instantiates Speech-Act Clarification
A durable, authoritative record that a recognized declaration changed an institutional state — motion carried, role appointed, resignation accepted — capturing what changed, in which official channel, and whether and until when it can be reversed.
A Formal Declaration Record memorializes a declarative speech act — an utterance that, spoken by someone with standing in the right setting, changes an institutional state simply by being declared: a vote closed, a role appointed, a resignation accepted, a process declared complete. Its distinguishing move among its siblings is that it deals in status-changing declarations committed to an authoritative channel: it captures what state the declaration changed, records it where it becomes the official version, and states whether and until when the change can be reversed. It is the record of a completed institutional act, not a diagnosis of ambiguous force, an accepted assignment, or a repair — and in many settings the act of recording it in the proper channel is itself part of what makes the declaration official.
Example¶
At a nonprofit board meeting, a motion to adopt the annual budget is put to a vote. The chair declares, "The ayes have it; the motion is carried" — the operative declarative that closes the vote and changes the budget's status from proposed to adopted. The Formal Declaration Record is the corresponding minute entry: the act that occurred (budget adopted, 7–2), the authoritative channel it lives in (the minutes, approved at the next meeting and signed by the secretary), the effective status change, and the revocation window — the board may rescind only by a motion to reconsider raised at this meeting or the next, after which the adoption is settled. Months later, when a committee asks "was the budget actually approved?", the minutes are the official answer, not anyone's memory — and they also state whether the decision is still open to reversal. The declaration did the changing; the record is what makes it checkable and durable.
How it works¶
The distinctive step is capturing a declaration together with its effect on state — the status before and after, not merely the words spoken — and then committing that to the recognized authoritative channel: minutes, a registry, a gazette, a signed resolution. That channel choice is not incidental; it is what makes the record the official version rather than a private note, and in many institutions recording in the correct channel is a validity condition of the act. Alongside the effect, it fixes the reversibility: whether the declared change can be rescinded, by whom, and until when. It records a declarative that has already changed the world; it does not itself confer the standing that made the declaration valid.
Tuning parameters¶
- Channel authority — an informal shared log, or a legally recognized registry. Higher-authority channels make the record unimpeachable but are slower and more ceremonious to enter.
- Record detail — the bare result, or the full vote count, rationale, and dissent. Fuller records support later scrutiny but cost effort and can expose deliberations better left summarized.
- Reversal window — immediate-reconsideration-only, an open reconsideration period, or irrevocable on entry. A tight window gives finality and safe reliance; a generous one preserves flexibility but weakens how firmly anyone can rely on the declared status.
- Entry and signing authority — who may write and attest the record. Restricting it protects integrity; restricting it too far bottlenecks the recording of legitimate acts.
When it helps, and when it misleads¶
Its strength is that it makes status-changing acts durable and checkable, and it makes reliance safe by stating the reversal window up front — a party can tell not only that a status changed but whether it is still open to being undone.
Its failure mode is the artifact-substitution trap: treating the record as proof that a valid act occurred when the declarer in fact lacked standing or the quorum was never met. The record memorializes; it does not confer validity, so a beautifully kept minute of an unauthorized declaration launders an invalid act into an apparently settled one.[n1] A second failure is an unstated or unlimited reversal window, which lets a supposedly settled declaration be quietly reopened long after others have relied on it. The discipline that keeps it honest is to record only declarations whose standing was actually checked — consulting the Authority Matrix before entry — and to state the revocation window explicitly rather than leaving finality to assumption.

Formal Declaration Record fills the recording side of the archetype's machinery — the components that make a status-changing act durable and settled:

It records the declared change; siblings validate, classify, and assign.
