A Hotspot Response Plan is the place-based surge: when harmful incidents cluster in particular locations, hours, or corners of a network, it concentrates extra action right there. Its defining move is directing a surge of the intervention itself into the cluster — more presence, more repair, more mitigation where the density is highest — coupled inseparably with guardrails, because concentrating force on a place is exactly the move that can go wrong. Example

A city's traffic-safety unit finds that serious collisions are not spread evenly — a handful of corridors and a few weekend-night hours account for a large share. A Hotspot Response Plan concentrates response on those clusters: extra enforcement patrols, temporary signal-timing changes, and rapid pothole-and-signage repair are surged into the top corridors during the high-incident windows. Two guardrails are wired in from the start. First, a displacement watch monitors the streets adjacent to each hotspot, because pushing speeders off one corridor often just moves the danger one block over.[n1] Second, an over-concentration check caps how heavily any single neighborhood is policed, so a "hotspot" does not become a pretext for saturating one community with enforcement. How it works

What distinguishes it from a ranked route or a treatment matrix is that it surges force into a region and polices the second-order effects:

Tuning parameters

  • Surge intensity — how much extra action a hotspot draws. Heavier surges suppress faster but raise the burden on the place and the odds of displacement.
  • Hotspot definition threshold — how dense a cluster must be to qualify. A loose threshold spreads the surge thin; a tight one concentrates hard but can miss emerging clusters.
  • Displacement-watch radius — how far around each hotspot the plan monitors for relocation, trading monitoring cost against blind spots.
  • Burden ceiling — the cap on cumulative action per place or group; strict ceilings protect against over-targeting but can under-serve a genuinely severe cluster.
  • Override authority — who may divert the surge off-cycle and how high the bar is, trading responsiveness against churn and misuse.

When it helps, and when it misleads

Its strength is speed and concentration: when harm is genuinely clustered, surging into the cluster produces outsized reduction fast, and the built-in override means a sudden flare-up does not have to wait for the next review. It is the mechanism for acting now where harm is densest.

Its failure mode is that concentration on a place is the move most prone to two harms at once — displacement (the problem slides to an unwatched neighbor) and over-targeting (the place, and the people in it, absorb disproportionate enforcement or scrutiny). Because more action in a hotspot also generates more observations there, a hotspot can look ever hotter simply because it is watched more — a self-confirming loop. The classic misuse is chasing yesterday's clusters with a heavier and heavier hand while the harm has already moved on.
