Incident Command Structure¶
Temporary command institution — instantiates Central Reserve Redeployment
Stands up a temporary chain of command that names who stewards the central reserve and who is pre-authorized to release it, so the shared pool can be committed to a front in minutes instead of meetings.
When several fronts contend for one centrally-held reserve, the advantage of central position is thrown away if committing the pool requires a meeting. Incident Command Structure manufactures authority on demand: for the duration of an event it installs a single unambiguous commander, a named steward who holds and accounts for the reserve, and a pre-agreed rule for who may release it and at what level — so the reserve can be shifted to the decisive front while the window is still open. Its defining move is that the decision rights exist before the crisis does. It is not the room the coordinators sit in and it is not the written release procedure; it is the temporary org chart that says, in advance, whose call it is.
Example¶
A wildfire jumps a ridge and threatens a town on one flank while still burning active line on two others — three fronts, one central reserve of engines, hand crews, and a heavy air tanker held at the incident base. Under Incident Command, an Incident Commander is in charge, an Operations Section Chief directs the fronts, and a Resources unit stewards the reserve and knows exactly what is uncommitted. Crucially, the Ops Chief already holds pre-delegated authority to commit the base reserve to any division without calling the agency's regional office.
Two divisions request the air tanker in the same ten minutes. Because the authority and the steward already exist, the commander makes the priority call — the tanker goes to the flank above the town — and the steward releases it on the spot. The reserve concentrates where it decides the outcome, in minutes, precisely because nobody had to invent the chain of command while the fire ran.
How it works¶
What distinguishes it from ordinary management is that it front-loads the parts a crisis has no time to create:
- Unity of command — every responder has exactly one boss, so a redeployment order can't be countermanded three ways at once.
- A named reserve steward — one role owns the pool, tracks what is committed versus available, and is the single point that releases it.
- Pre-delegated release authority — the level at which the steward or a section chief may commit the reserve without escalating is agreed before the event, not negotiated during it.
- Handoff and escalation built in — command transfers cleanly at shift changes and scales up as the event grows, so authority never lapses at the worst moment.
Tuning parameters¶
- Span of control — how many fronts or units answer to one commander before the structure splits. Wider is leaner but slows and coarsens each decision.
- Pre-delegated release ceiling — how much of the reserve the steward may commit before escalating. A higher ceiling buys speed at the front and cedes central control.
- Activation threshold — how large an event has to be before the structure is stood up at all, versus running the day-to-day org.
- Steward placement — how close in the chain the reserve owner sits to the fronts. Closer is faster to release; higher up coordinates competing fronts better.
- Handoff formality — how ceremonious command transfer is. More formal loses less context across shifts but spends minutes doing it.
When it helps, and when it misleads¶
Its strength is that it kills decision latency — the very thing that otherwise consumes the time central position was supposed to save. When authority and stewardship are settled in advance, a reserve can be concentrated on the decisive front before dispersed alternatives can even convene.
Its failure modes are two. Authority can be nominal — a "steward" who still needs three sign-offs to release anything reintroduces exactly the delay the structure was meant to remove. And the structure can calcify — kept standing after the event, it hardens into a permanent bureaucracy that slows the normal organization it was only ever meant to overlay. The classic misuse is standing it up as theatre after the decision is already made, to supply an audit trail rather than to decide. The discipline that guards against both is to pre-delegate real release authority and to stand the structure down the moment the event closes.[1]
How it implements the components¶
Incident Command Structure fills the authority-and-ownership side of the archetype — the human decision rights, not the tools or the data:
reserve_owner_or_steward— it names the role that holds the central pool, keeps its committed/available status, and is accountable for it.reserve_release_authority— it sets, before the event, who may commit the reserve and at what level, so release is a pre-authorized act rather than an ad-hoc negotiation.
It does not maintain the live operating picture or run the coordinating hub — that is Dispatch Center; it does not write the release triggers, drawdown limits, and replenishment duties — that is Reserve Release Playbook; and the encoded ranking of which front outranks which lives in the Logistics Routing Plan, not here.

Notes¶
Authority is empty without sight of the reserve: a steward who cannot see what is committed cannot safely release what is left. This mechanism therefore leans on the Dispatch Center's operating picture, and executes through the Reserve Release Playbook's written steps. Keeping the three separate — who decides, what they can see, and how the release is carried out — is what lets each be fixed without rebuilding the others.
