Artifact — instantiates Stakeholder Mapping and Engagement

A two-by-two artifact that plots each stakeholder by how much they are affected and how much they can shape the outcome, and reads an engagement posture off the quadrant.

The Influence/Interest Grid takes a discovered set of stakeholders and positions each one on two independent axes — interest (how much they are affected, how high their stake) and influence (how much they can shape, block, fund, or legitimate the outcome). The one idea that makes it this mechanism is the deliberate separation of stake from power: by refusing to collapse the two into a single "importance" score, the grid keeps a powerful-but-uninterested party from crowding out a highly-affected-but-powerless one. Each quadrant carries a standard engagement posture, so the grid does double duty — it is both a positioning picture and a first cut at how deeply to engage whom. It classifies and prescribes depth; it does not assign anyone a job (that is a responsibility matrix) and it does not judge whether a stakeholder has legitimate standing.

Example

A seed-stage software company is deciding whether to pivot from serving small businesses to serving large enterprises. On a whiteboard the founders draw the grid and plot the parties from their stakeholder map. The lead investor lands high influence, high interest — manage closely. A prospective enterprise partner sits high influence, low interest — currently indifferent but able to make or break the pivot, so keep satisfied and cultivate. The dozen loyal small-business customers who would be abandoned fall high interest, low influence — deeply affected, unable to push back — flagged for deliberate care and honest communication. A part-time contractor lands low/low — monitor.

The grid's payoff is the high-interest, low-influence corner: the abandoned customers are exactly the group a power-only read would ignore, and exactly the group whose surprise churn (and public complaints) could poison the pivot. Positioning them on the picture forces a choice about how to treat them rather than letting them fall off the radar.

How it works

The grid is a single artifact with a disciplined method:

  • Two axes, held independent. Interest and influence are scored separately; the whole value evaporates if they are silently merged into one ranking.
  • Plot, then read the quadrant. Each stakeholder becomes a point. The quadrant it lands in maps to a default posture — manage closely (high/high), keep satisfied (high influence/low interest), keep informed (low influence/high interest), monitor (low/low).
  • Hunt the off-diagonal. The analytically interesting stakeholders are the off-diagonal ones — high stake with low power, or high power with low stake — because those are the parties a naïve process mishandles.

The posture the grid reads off is a starting depth, not a finished engagement plan.

Tuning parameters

  • Axis definitions — what counts as "influence" (formal authority? ability to delay? public voice?) and "interest." Broad definitions catch more parties; narrow ones sharpen the picture but can hide a channel of influence.
  • Threshold placement — where the line between high and low sits on each axis. Moving it reshuffles quadrants and the postures that follow.
  • Unit of analysis — plotting individuals versus classes. Classes are tidier but can average away an internally split group.
  • Refresh cadence — a one-time snapshot or a redrawn grid as positions shift. Stakeholders move quadrants when the decision heats up; a frozen grid misleads.

When it helps, and when it misleads

Its strength is speed and a specific cognitive correction: it blocks power capture by making the high-stake, low-power quadrant visible, and it turns a vague sense of "important people" into an actionable posture per party. It is the fastest way to stop treating the loudest voice as the only voice.

Its central distortion is that it flattens legitimacy into power. A stakeholder with high influence looks "important" on the grid even when their standing is thin, and a rights-bearing party with neither influence nor loud interest can land in the ignore-it corner despite carrying the most serious consequences. This is Mendelow's classic power–interest matrix, and its classic misuse is to treat the bottom-left quadrant as dismiss rather than watch.[1] The grid is a snapshot, so it also goes stale as positions shift. The guarding discipline is to treat the grid as an input, never a verdict: pair it with a separate legitimacy read, and never let a low score authorize ignoring a party with genuine standing.

  • engagement_depth_rule — each quadrant carries a default engagement posture (manage closely / keep satisfied / keep informed / monitor), giving a first, proportional rule for how deeply to engage each party.

It does not assign task-level responsibilities or a single accountable owner — those (engagement_plan, decision_traceability) belong to the Responsibility Mapping Matrix, its nearest twin; the grid decides whom to engage and how deeply, while the matrix decides who is responsible for what. It also does not judge standing: a stakeholder's legitimacy_assessment (the Advisory Group) is precisely what a power/interest grid omits.
