Informal Route Legalization Patch¶
Change procedure — instantiates Revealed-Use Path Alignment
Make a safe, already-vetted workaround official by rewriting the rule, SOP, permission, or documentation to match it — and naming who now owns the sanctioned path.
Informal Route Legalization Patch is the "pave the cowpath" move done responsibly: a change procedure that takes a workaround already judged safe and legitimate and formalizes it — rewriting the rule, SOP, permission, document, or signage so the lived path becomes the official one, and assigning an owner to keep it maintained. What makes it this mechanism is that it is the accommodate branch of the redesign: it says "yes, adopt this deviation as policy," as opposed to rerouting it or blocking it. And it doesn't merely bless the behaviour — it changes the formal system and hands someone the keys, because an official path with no maintainer quietly decays back into a workaround.
Example¶
Scientists across two labs have long shared reagents through an informal "borrow shelf" and a group chat, bypassing the official per-item procurement request. A safety-and-legitimacy review (a sibling mechanism) has confirmed the practice is safe for the non-hazardous subset and saves real time and money. The legalization patch then executes: rewrite the lab SOP to sanction a shared-inventory shelf for approved reagent classes, update the LIMS permissions so anyone in either lab can log a borrow, add a one-line labelling protocol — and, critically, name the lab manager as the owner who restocks, audits, and keeps the approved-class list current. What was a tolerated workaround is now the documented official path with an accountable owner. Hazardous reagents stay on the strict request route; the patch legalizes only the vetted subset.
How it works¶
- Act only on a verdict. It executes a decision already made — it does not decide whether to legalize; it carries out the "legalize" outcome the filter handed it.
- Change the formal artifact. Rewrite the rule, SOP, permission, or documentation itself — otherwise the friction stays and the workaround merely gains a nod.
- Scope precisely. Sanction the subset that was actually vetted and name what remains excluded, so a broad legalization can't smuggle the unvetted part through.
- Assign an owner. Put a named, resourced maintainer on the newly-official path so it doesn't rot back into an informal one.
Tuning parameters¶
- Scope of legalization — sanction the whole workaround or a carved-out safe subset. Narrow scope is safer but can leave live friction that spawns the next workaround.
- Formalization weight — a lightweight doc or permission tweak versus a heavyweight policy change. Heavier is more durable and more legitimate but slower and harder to reverse.
- Reversibility — whether the patch ships with a sunset or review clause. A review clause guards against permanently legitimizing a path that later proves wrong.
- Owner's mandate — how much authority and time the named owner actually receives. An owner in name only lets the official path decay exactly as before.
When it helps, and when it misleads¶
Its strength is that it is the step that finally removes the friction instead of only observing it: done well, it captures the users' discovered efficiency and makes it safe, documented, and owned. It is the disciplined form of the old design adage to "pave the cowpaths." Its failure mode and its classic misuse are the same act — legalizing a popular-but-unsafe or inequitable path because the trace was loud, formalizing what Diane Vaughan called the normalization of deviance: treating a repeated shortcut as acceptable simply because it hasn't failed yet.[1] The guardrail is that legalization must consume a genuine safety, legitimacy, and equity verdict rather than substitute popularity for one, and must scope to the vetted subset rather than the whole loud trace.
How it implements the components¶
official_path_update— it rewrites the formal system (rule, SOP, permission, documentation, signage) so the sanctioned workaround becomes the official route.accommodation_decision_rule— it embodies the accommodate-and-formalize branch of the decision, as distinct from rerouting or blocking.maintenance_owner— it names the accountable owner who keeps the newly-official path maintained so it doesn't decay back into a workaround.
It does NOT judge whether the path is safe, legitimate, or equitable (that's Safety and Accessibility Review), test the change reversibly first (Temporary Paving Pilot), or verify it worked afterward (that's Before/After Trace Monitoring); it executes the decision to legalize, it does not make or check it.

Notes¶
Legalization sits downstream of the safety filter and upstream of monitoring; running it without the filter is exactly the failure it is most prone to. It is the mirror image of Route Closure with Alternative — same act of updating the formal path, opposite verdict: this one adopts the deviation, that one blocks it while preserving the need underneath.
