Local Sourcing or Repair Protocol¶
Field protocol — instantiates Sustainment-Reach Alignment
Meets the front's needs at or near the front — sourcing, substituting, or repairing locally — so the long support line carries less and can reach farther.
The other way to fix a support line that is too long is to need less of it. Local Sourcing or Repair Protocol cuts the trunk line out of the loop for whatever the front can obtain, substitute, or fix on site — buying from local suppliers, using a good-enough local substitute for the base-shipped ideal, repairing forward instead of shipping back, or drawing on a neighbouring unit's spare capacity. Where a cache pre-ships central supply forward, this mechanism reduces the dependence itself, so the trunk line only has to carry what genuinely cannot be met near the front. Its defining trade is line relief for local variability: local means are closer and faster but less uniform, less controllable, and only ever as good as what the locale — or the partner — can actually provide.
Example¶
An offshore wind operator maintains a farm 80 km from its port base. Every routine failure that waits on a port run — a blade sensor, a hydraulic seal, a failed drive module — costs days of a stilled turbine and ties up a scarce crew-transfer vessel for the round trip. So the operator stands up a local sourcing-and-repair protocol. A service vessel carries a small machine shop and a 3D printer to fabricate common gaskets and brackets on site; a standing contract with a nearby harbour supplies fuel, consumables, and a crew boat on short notice; and a mutual-aid agreement with an adjacent operator's platform lets each borrow the other's jack-up crane and spare inverter modules when one is down. Now most faults are closed at the farm within hours, and the 80 km line only has to carry the genuinely specialized parts. The protocol also fixes its own limits in writing: what may be fabricated or substituted, to what standard, and what must still come from base because local quality can't be trusted.
How it works¶
- Localize by exception rule. A standing rule defines what the front is authorized to source, substitute, or repair locally, and what must still come down the line — so localizing is governed, not improvised per incident.
- Substitute to a defined standard. Local or fabricated substitutes are accepted against explicit fit-for-purpose criteria, keeping "good enough" from sliding into "unsafe."
- Partner paths are pre-arranged. Mutual-aid and local-supplier agreements are negotiated before they're needed, so the option is real in the moment rather than a scramble.
Tuning parameters¶
- Localization scope — how much the front may source or fix locally; wider scope relieves the line more but raises quality and consistency risk.
- Quality/substitution bar — how close a local substitute must be to the base-standard item; a strict bar preserves uniformity but shrinks what qualifies.
- Make-vs-haul threshold — the line length or delay past which sourcing or fabricating locally beats waiting for base.
- Partner reliance — how much to lean on mutual-aid and local suppliers versus organic capability; partners extend reach but add a dependency you don't control.
- Local capability investment — how much forward repair skill, tooling, and stock to build; more autonomy up front, more fixed cost placed forward.
When it helps, and when it misleads¶
Its strength is that it attacks reach cost at the source — a front that meets more of its own needs is one the long line no longer has to feed, which extends how far the whole system can sustainably operate. Sourcing and repairing forward turns days of line-dependent downtime into hours of local action.
Its dangers are quality and dependence. Local substitutes and forward repairs vary, and a lax standard lets unsafe or non-conforming work into the front; leaning on a locale or a partner substitutes their fragility for your line's, and over-drawing a neighbour is the "cannibalize the other region" failure the archetype warns about, exported one step. The classic historical form — an army living off the land — shows both faces: it freed forces from their supply trains and let them move fast and far, until the country was stripped bare, the population turned hostile, and the foraging itself became the constraint.[1] The discipline is an explicit quality bar, agreements that cap what any partner can be asked to give, and honesty about which local means are dependable versus merely available.
How it implements the components¶
Local Sourcing or Repair Protocol fills the archetype's reduce-the-dependence components — the ways the front meets its own needs:
local_substitution_option— it is that option, turned into a rule: what may be sourced, substituted, or repaired locally instead of hauled from base, and to what standard.mutual_aid_or_partner_support_path— it establishes the partner and mutual-aid channels that supply the front from beside it rather than from behind it.
It does not pre-position central stock forward (staging_and_buffer_layer — Forward Staging Cache), ration scarce support across the front (support_priority_policy — Priority Supply Ladder), or decide the front's extent (retraction_or_rescope_rule — Front Rescope Playbook); it shrinks how much the line must carry in the first place.
