Multi-Path Disposition Matrix¶
Template — instantiates Workaround Governance
A structured grid comparing formalization, controlled tolerance, source redesign, replacement, and elimination across evidence, benefit, hazard, equity, reversibility, and cost.
The instinct with a troublesome workaround is binary: allow it or ban it. A Multi-Path Disposition Matrix is the artifact that breaks that reflex by putting at least five outcomes side by side — formalize, tolerate under controls, redesign the source, replace the mechanism, eliminate and restore — as columns, and scoring each against a fixed set of criteria as rows. Its defining property is that it forces every path to be considered on the same evidence, so a decision to eliminate has to look worse-across-the-board than a decision to redesign before anyone can pick it. The matrix does not decide; it arrays the options honestly, deliberately including the paths a hurried team would never think to compare, and preserving disagreement in the cells rather than collapsing everything into one seductive total.
Example¶
A state human-services agency discovers that senior caseworkers maintain an informal "exceptions channel" — a direct line to a supervisor who can approve benefits for applicants whose situations the eligibility system cannot represent (a domestic-violence survivor with no fixed address, say). The channel rescues genuinely deserving people; it also runs on who-you-know, so applicants without a caseworker advocate never reach it. Rather than argue "keep it" versus "kill it," the governance team fills a Multi-Path Disposition Matrix. Columns: formalize the channel as a documented exception process, tolerate it while monitored, redesign the eligibility rules to represent these cases directly, replace it with a published hardship-review board, eliminate it. Rows: strength of evidence, benefit to applicants, hazard (fraud, inconsistency), equity (who currently reaches it versus who should), reversibility, cost, and time-to-implement. The equity row is where the informal channel scores worst and "publish a hardship board" scores best — a contrast that would have been invisible in a yes/no debate, and that reframes the choice from "is the shortcut good?" to "how do we keep the rescue while removing the insider gate?"
How it works¶
- Five-plus columns, always. The template hard-codes the full menu of dispositions so the team cannot silently drop the harder options (redesign, replace) and reduce the choice to allow/ban.
- Fixed criteria as rows. A standing rubric — evidence, benefit, hazard, equity, reversibility, cost, time — applied identically to every column, so paths are compared on the same terms.
- Distributed scoring in the cells. Each benefit-and-risk cell records who benefits and who bears the cost, not a net figure, so a locally-good/systemically-harmful path shows its split.
- Preserve disagreement, don't average it. Cells hold ranges, dissent, and "unknown" rather than forcing a single number; incomparable harms are flagged, not summed.
- Staged combinations are legal. The matrix allows a path to be a sequence (tolerate now → redesign → formalize), so it maps transitions rather than only endpoints.
Tuning parameters¶
- Criterion set — which rows are mandatory. Adding equity and reversibility catches harms a cost/benefit-only rubric hides, but a longer rubric slows every review.
- Scoring scale — qualitative labels versus numeric scores. Numbers aid comparison but tempt false precision and spurious summing of incomparable harms.
- Weighting stance — explicit weights versus deliberate refusal to weight. Weights make trade-offs transparent but can be reverse-engineered to justify a predetermined column.
- Distributional granularity — one "stakeholders" row versus separate rows per affected group. Finer granularity surfaces exported burden but enlarges the grid.
- Evidence bar per column — how much proof each disposition must clear. A high bar on "formalize" and "eliminate" guards the irreversible paths; too high a bar everywhere freezes the decision.
When it helps, and when it misleads¶
Its strength is that it defeats binary framing and makes the distributional story legible: by scoring every path on equity and reversibility, it surfaces the case where a locally beneficial workaround is systemically unfair, and it keeps the humane middle paths — redesign, replace, staged tolerance — from being skipped in the rush to a verdict.
Its central failure mode is false commensurability: dressing incomparable harms (a fraud risk, a fairness loss, a dollar cost) in a shared numeric scale and summing them, so a weighted total manufactures a decision the evidence does not actually support. This is the standing hazard of any multi-criteria decision analysis[n1] — the grid looks objective while the weights quietly carry the judgment. The classic misuse is tuning weights or dropping the equity row until a pre-chosen column wins, turning the matrix into a justification device. The guarding discipline is to keep incomparable cells un-summed and flagged, preserve dissent in the cells, and treat the matrix as a structured argument the reviewers must still judge — not a calculator that judges for them.
How it implements the components¶
This template fills the option-structuring side of disposition — arraying the choices, not making or authorizing them:

It does not run the protected deliberation that turns the grid into a decision (nonretaliation_and_learning_boundary — that is Nonpunitive Workaround Review), nor authorize the chosen path's interim continuation (provisional_authorization_envelope — that is Temporary Deviation Permit).
