Mutual Aid Rules govern a help network running on generalized reciprocity: you give to whoever in the network needs it, and you receive from whoever can give, without the giver and receiver ever having to be the same pair. That is the defining difference from every direct-exchange mechanism — return flows back to the network, not to the specific person you helped. Because the loop is open, the rules cannot rely on one-to-one settlement; instead they hold the network together by drawing the boundary of who belongs, making help given recognizable enough that contribution is not invisible, and guarding the pool against those who would drain it. A neighborhood forms a disaster-preparedness mutual-aid network — the kind of self-organized support Kropotkin catalogued long before it had a name.[1] The rules are explicit but light. Who belongs: any household on the registered blocks that completes a short orientation; that boundary keeps the network a known, accountable group rather than an open drain. How help flows: when someone posts a need — a wellness check, a generator, a ride to a shelter — anyone able responds, and no one is expected to repay the specific neighbor who helped them; they are expected to show up for someone when they can.

How help is recognized: each response is logged to a shared board not as a debt but as visible contribution, so the retiree who quietly does half the wellness checks is seen and thanked rather than taken for granted. How the pool is protected: the rules cap how much any household can draw in a stretch without contributing when able, and flag the pattern where the same few always give and the same few always take — not to punish, but to rebalance before the givers burn out. When a hurricane hits, the network moves faster than any one household could, precisely because nobody has to negotiate repayment mid-crisis.

How it works

  • Runs on generalized, not direct, return. Help is given to the network and drawn from the network; the giver you help need never be the one who later helps you.
  • Bounds the network. Membership rules define who can ask and who is expected to give, keeping generalized giving from becoming an open-ended obligation to all comers.

Tuning parameters

  • Network boundary — tight (a defined block, a named group) versus open (anyone in need). A tight boundary keeps the pool accountable and sustainable; an open one maximizes reach but invites free-riding and burnout.
  • Recognition intensity — how prominently help given is surfaced. More recognition sustains giver morale but edges toward keeping score; too little lets contribution go invisible and unrewarded.
  • Draw governance — whether there are limits on how much one can receive without giving back when able. Limits protect the pool but risk gating help from those who most need it; no limits are generous but exploitable.

When it helps, and when it misleads

It also lets people receive without shame, since drawing from the network is a normal move, not a personal debt.

Its failure mode is the tragedy of the open pool: generalized reciprocity is vulnerable to those who take from the network and never give back, and if the rules do not bound membership or guard the pool, the reliable givers carry everyone until they exhaust themselves and the network dies. The classic misuse is a mutual-aid group that, in the name of unconditional solidarity, refuses any boundary or recognition and then quietly hemorrhages its most active members. The opposite misuse is over-policing draws so tightly that the network stops helping the very people it exists for. The discipline that keeps it honest is to bound the network without gatekeeping need, to recognize givers so their contribution is not invisible, and to watch the give/take pattern so the load is rebalanced before the core burns out.
