Nonresponse and Silence Follow-Up

A follow-up protocol — instantiates Vantage Coverage-Gap Mapping and Correction

Chases the vantage's silences — the nonresponses, blanks, and channels that logged nothing — so that true absence can be told apart from mere unreachability before a gap is read as a zero.

Every vantage produces two kinds of nothing, and they look identical in the data: nothing happened here and nothing reached us from here. Nonresponse and Silence Follow-Up is the protocol that refuses to let them collapse. It takes the units that returned no signal — the households that never answered, the wards that filed no report, the sensor channel that logged a flat line — and goes back after them with different means, so the silence gets classified rather than counted. Its defining move is directional: it does not model the gap from outside or plant a new detector; it pursues the named units that already went quiet, treating each silence as an open question about reachability until follow-up resolves it one way or the other.

Example

A city runs a mailed health survey. Three apartment blocks return response rates near zero, and on the map they read as low-need — quiet neighborhoods. Follow-Up refuses the reading. A pre-committed escalation ladder kicks in: a second mailing, then evening phone attempts, then door-knocking with translators for the two blocks where the mailer went out only in English. For a random subsample of the still-silent addresses, an intensive in-person effort is funded to characterize who the nonrespondents are. The result reverses the picture: the blocks are not low-need, they are low-reach — shift workers, limited-English households, and units the postal list had wrong. The survey's zeros are recoded as unreachable-by-mail, and the estimates are reweighted rather than left to imply health the neighborhood does not have.

How it works

  • Treat silence as unresolved, not empty. Every nonresponding unit enters a hold state coded pending — neither "zero" nor "present" — until follow-up decides.
  • Escalate through modes. A ladder of contact attempts deliberately changes the vantage per attempt (channel, language, timing), because the same mode that produced the silence will usually reproduce it.
  • Characterize the truly-missing via a subsample. An intensive effort on a random slice of the remaining silent units estimates how the unreachable differ from the reached, so the residual can be interpreted or reweighted instead of guessed.
  • Classify, then hand off. Each silence is resolved to true absence, reachable-with-effort, or structurally unreachable — the last of which becomes a repair or reweighting task rather than a data point.

Tuning parameters

  • Escalation depth — how many modes and attempts before a unit is closed as unreachable. Deeper follow-up shrinks the ambiguous residual but costs time and money and can cross into harassment.
  • Mode repertoire — how different each escalation step is from the last. Switching channel/language/timing is what actually reaches the missing; repeating the same mode louder rarely does.
  • Subsample fraction — what share of the still-silent gets the expensive intensive follow-up. A larger subsample characterizes the unreachable more precisely but concentrates cost.
  • Silence coding default — whether unresolved silence is carried as missing (excluded, reweighted) or provisionally as zero. The default quietly decides which way an unfinished follow-up biases the result.

When it helps, and when it misleads

Its strength is that it targets the single most dangerous confusion in any vantage-bound observation — reading not-heard-from as not-there — and resolves it with evidence about the specific units that went quiet, rather than an assumption that respondents stand in for everyone.

Its failure mode is nonresponse bias left half-treated: stop the ladder too early, or skip the characterizing subsample, and the reached are silently assumed to represent the unreached — which is exactly the error follow-up exists to prevent, now dressed up as diligence.[n1] It can also become selective: follow up hardest where the expected answer is convenient and let inconvenient silences stand, manufacturing the pattern you wanted. And chased too aggressively it becomes coercive. The discipline is to pre-commit the escalation protocol and the subsample before seeing which way the silence leans, apply it symmetrically, and carry the unresolved residual forward as acknowledged missingness rather than folding it into a zero.

Nonresponse and Silence Follow-Up realizes the absence-resolution side of the archetype — turning a raw silence into a classified, actionable gap:
