Diagnostic map — instantiates Cross-Scale Causal Mapping
Traces how a local workaround aggregates upward into an enterprise-level pattern, and how enterprise metrics press back down on the front line — through the incentives that connect the two.
Organizational Level Mapping takes the company's existing hierarchy — individual, team, department, division, enterprise — as a given frame and traces the causal traffic through it, with the emphasis on how small local behaviors aggregate upward into a pattern that shows up somewhere no one intended. Its defining idea is that the mediators are organizational: incentives, metrics, reporting lines, and reward rules are the channels that both carry a local workaround up into an enterprise symptom and press an enterprise target back down onto the front line. Unlike a generic three-tier diagram, it does not build a neutral scale scaffold from scratch — it inherits the org chart and asks what travels along it. It answers "why does this individual behavior keep producing that company-level result?" — diagnostically, without yet nominating a fix.
Example¶
At a software company, leadership keeps seeing the same enterprise-level symptom: features ship on time but quality incidents spike two quarters later. Organizational Level Mapping traces it through the existing hierarchy. Individual: an engineer under deadline skips writing tests and silences a flaky check. Team: because the team's one visible metric is on-time delivery, everyone does the same, and the practice becomes normal — nobody experiences their own shortcut as the cause of anything. Department: the accumulated skipped-test debt across teams becomes a fragile codebase. Enterprise: the fragility surfaces as the incident spike leadership sees, mediated the whole way up by the velocity metric that rewarded speed.
The map also draws the return path: the enterprise-level obsession with the velocity dashboard presses back down as the very deadline pressure that made the engineer skip the test in the first place — a loop, carried both ways by the same metric. The diagnosis is that the incident spike is an emergent property of a reward rule, not a cluster of careless individuals. The map stops there; it names the mechanism, not the remedy.
How it works¶
- Inherit the hierarchy. Use the real org levels rather than inventing generic tiers; the point is to trace through the structure that actually distributes authority and rewards.
- Trace the upward aggregation. Follow a local behavior as it is copied, normalized, and accumulated into a level-crossing pattern, showing the route (imitation, debt accumulation, normalization) rather than asserting emergence.
- Trace the downward press. Follow the enterprise metric or rule back down to the local incentive it creates, closing the loop.
- Name the connecting incentive. Identify the specific metric, bonus rule, or reporting line acting as the mediator on both legs.
Tuning parameters¶
- Level fidelity — how closely you follow the real org chart vs a simplified version. Fidelity catches the exact department where a pattern crystallizes; simplification maps faster.
- Direction weighting — how much attention to upward aggregation vs downward pressure. Overweighting the upward leg blames the front line; overweighting the downward leg excuses it.
- Mediator specificity — naming "culture" loosely vs naming the exact metric. The specific metric is what makes the diagnosis testable.
- Normalization sensitivity — how quickly a repeated local workaround is treated as an established practice worth mapping, versus noise.
When it helps, and when it misleads¶
Its strength is that it converts "our engineers are careless" into "our reward rule manufactures the careless behavior," which is a claim leadership can actually reason about. It is the clearest lens on Goodhart's Law: once the velocity metric became the target, it stopped measuring healthy speed and started producing corner-cutting that the metric could not see.[n1] Its failure mode is drawing a plausible upward story that is really just blame relabeled — asserting emergence without showing the aggregation route. The classic misuse is stopping at the individual level ("write more tests") when the causal loop runs through the incentive. The guarding discipline is to require a named mediator on every level-crossing arrow and to check the return path, so the map is a loop diagnosis rather than a one-way accusation.

Nor does it pick where to intervene (intervention_scale_choice — that's Multi-Level Policy Analysis), mark where the pattern turns nonlinear (scale_transition_boundary — that's Local-to-Global Risk Map), or audit whether a fix shifts burden between levels (cross_scale_side_effect_review — that's Cross-Scale Impact Review).
