Framework review — instantiates Meta-Symbolic Rule Reflection
Inspects whether a field's governing worldview or explanatory model still supports reliable reasoning — and turns the doubt into a testable revision proposal rather than rhetoric.
A Paradigm Review operates at the highest level the archetype reaches: it inspects the governing worldview of a field or organization — the explanatory model, the framing that decides what counts as a cause, a problem, or evidence at all — and asks whether that paradigm still supports reliable reasoning. Its defining discipline is the demand for testability: a paradigm review is not permitted to end in a stirring call for a new worldview, it must convert the doubt about the old paradigm into a concrete, checkable revision proposal — a specific alternative framing and the observations that would distinguish it. That constraint is what separates it from mere manifesto. It reviews the largest frame while forcing itself to say what, in practice, would change.
Example¶
A city public-health department has fought rising obesity for a decade under one governing paradigm: obesity is a problem of individual behavior, so the interventions are education, willpower campaigns, and personal-responsibility messaging. The metrics keep worsening. A paradigm review convenes to ask whether the worldview, not the tactics, is the problem. Stepping above the individual programs, it names the paradigm's core commitment — that eating is a matter of personal choice — and confronts it with evidence the frame renders invisible: that the affected neighborhoods are food deserts where the "choice" is between a convenience store and nothing.
The review proposes a rival paradigm — obesity as a feature of the food environment — but does not stop at the reframe. It writes the testable difference: if the environment paradigm is right, a change to food access (a subsidized grocer, zoning for fresh markets) should move outcomes where a decade of education did not, and it specifies the neighborhoods and the two-year window to check. It also records the standing dissent — clinicians who argue both frames are needed — and the open question of how the two interact. The output is a worldview put on trial with a verdict condition attached, not a slogan.
How it works¶
- Name the governing frame, not the tactic. The review identifies the worldview that decides what counts as a cause or evidence — the layer beneath the specific programs — as its object.
- Confront it with what it hides. It surfaces the observations the current paradigm renders invisible or anomalous, using them as the evidence the frame itself is the constraint.
- Propose a rival frame with a decisive test. It nominates an alternative worldview and specifies the observation that would distinguish the two — refusing to end at "we need a new paradigm."
- Record dissent and open questions. Because paradigm claims are contested and identity-laden, minority views and unresolved questions are kept on the record rather than steamrolled by the majority frame.
Tuning parameters¶
- Frame altitude — how high the reviewed worldview sits: a team's operating assumption or a discipline's founding paradigm. Higher altitude is more consequential and far harder to test decisively.
- Testability bar — how sharp a distinguishing prediction the proposal must offer before it is taken seriously. A high bar prevents rhetoric but can dismiss a real paradigm whose test is slow to mature.
- Evidence weighting — how much anomalous evidence counts against the incumbent frame; too little and no paradigm ever falls, too much and every anomaly triggers a revolution.
- Dissent tolerance — whether the review seeks one winning paradigm or can hold two provisionally. Holding both preserves nuance but defers the decision the review was meant to force.
When it helps, and when it misleads¶
Its strength is catching the problem that no amount of better tactics can fix because the frame is generating it — the decade of failing education campaigns that were never going to work while the paradigm mislocated the cause. Forcing a distinguishing test is what makes it a review rather than a polemic; it honors that a paradigm shift[n1] is a claim about the world, answerable to evidence, not a matter of taste.
It misleads exactly where it is most tempting: not every disagreement is a paradigm problem, and calling one produces grand, untestable rhetoric about worldviews when the real issue was a fixable parameter. Paradigm claims also threaten identity and expertise, so a review can become a power struggle dressed as epistemology, or can prematurely discard an incumbent frame that was still doing useful work. The classic misuse is declaring a paradigm shift to win an argument, with no test that could ever settle it. The guarding discipline is the testability bar — no proposed paradigm is adopted without a stated observation that would distinguish it from the incumbent — plus a recorded dissent so the losing frame's warnings are not erased.

It does not itself run the operational governance that adopts and enforces a change (validation_and_governance) — that institutional machinery is Governance Rule Review; a paradigm review argues and tests the worldview but hands adoption to a governed process.
