Participant Agenda Setting¶
Ritual — instantiates Inversion of Control
Lets affected participants initiate topics, decisions, or priorities within a governed forum instead of only receiving a centrally defined agenda.
Participant Agenda Setting inverts who decides what a decision body will take up. Normally a chair or central office writes the agenda and participants react; here, affected participants gain a bounded right to place items on the docket, initiating institutional attention that would otherwise never surface. The defining distinction is that this inversion moves the right to raise, not the right to decide — final adjudication stays with the body. It is a recurring, rule-bound forum ritual: the same submission channel, thresholds, and disposition record each cycle, which keeps an open agenda from collapsing into either a free-for-all or a rubber stamp.
Example¶
A city runs participatory budgeting for a district fund. Traditionally the council set the list of projects to debate. Under the new rite, any resident may submit a proposal, and once a proposal collects a set number of neighbor endorsements it is forced onto the deliberation docket — the council can no longer quietly leave it off. A facilitator applies standing rules: one active submission per resident per cycle, a germaneness check that the item concerns the district fund, and a public log recording every submission and its final disposition. The council still votes; residents cannot spend the money. But they now decide what gets discussed.
The outcome is an agenda that reflects resident-sensed priorities the council would have missed, with capture checked by the per-resident quota and the endorsement threshold — and a record that makes it visible when a raised item was ignored.
How it works¶
- Define who may submit. State the eligible population and the channel through which an item enters.
- Set the docket threshold. Require a level of support (endorsements, a second, a quorum of backers) that converts a submission into a forced agenda item.
- Apply standing rules. Germaneness, scope, and per-participant quotas bound what and how much can be raised.
- Record the disposition. Log every submission and what the body did with it, separating the right to raise from the authority to decide.
Tuning parameters¶
- Submission eligibility — how broadly the right to raise is granted. Wider access surfaces more but invites flooding.
- Docket threshold — how much support forces an item on. A high bar filters noise but can silence minority concerns; a low bar admits everything.
- Per-cycle quota / rate — how many items one participant or group may raise. Tighter quotas curb domination at the cost of responsiveness.
- Scope / germaneness rules — how strictly items must fit the forum's remit. Strictness keeps focus but can be wielded to exclude.
- Disposition transparency — how fully outcomes are published. Fuller records deter pseudo-participation but cost effort.
When it helps, and when it misleads¶
Its strength is surfacing priorities central agenda-setters cannot see and lending legitimacy: people who can put an item on the table engage differently than people who can only comment on someone else's list.
Its failure mode is capture and flooding — an organized minority games the threshold or drowns the docket, sometimes through astroturfing, manufactured pressure dressed as spontaneous grassroots support.[n1] The mirror-image misuse is pseudo-inversion: the ritual invites submissions but the body ignores them, so participation is theater and the original controller still decides everything that matters. The guarding discipline is quotas and germaneness rules to blunt flooding, verification that endorsements are genuine, and a transparent disposition record so ignored items are visible rather than buried.
