A Policy Alternative Analysis requires a public or institutional decision to state, on the record and in front of affected parties, which other public goods, constituencies, or future options the chosen policy displaces. Its defining move is distributional visibility: it is not enough to show that a policy is beneficial — the method forces the decision to name the alternative uses of the same public resource and to expose that trade to the people who bear its cost, especially the ones who are not in the room. Public decisions are where opportunity cost hides most dangerously, because the displaced good is often a diffuse, politically weak constituency (deferred maintenance, an unfunded safety program, a future generation) with no advocate at the table. This method's contribution is neither pricing the loss nor diagnosing a private resource; it is making the forgone public alternative legible and accountable to those it affects.

Example

A city has $40M of one-time transportation money and a proposal to build a signature downtown streetcar loop, championed by the mayor and downtown business association. Evaluated alone, it looks like a win: visible, popular, ribbon-cuttable. A Policy Alternative Analysis is required before council votes. It names the viable alternative uses of the same $40M: clearing the backlog of failing bridges flagged by engineers, a bus-frequency upgrade serving low-income neighborhoods on the city's east side, and a Vision Zero pedestrian-safety program at the intersections with the worst injury records. It then routes this comparison through a stakeholder visibility channel — a published analysis and a hearing — so the east-side riders and the safety advocates, who were absent from the streetcar's coalition, can see that funding the loop means their needs stay unmet. Finally it produces a record: the council may still choose the streetcar, but the decision document states plainly that it was chosen over bridge repair and bus service, and why. The politically weak alternatives got named and seen before the money was locked.

How it works

  • Enumerate alternatives as public goods and constituencies. The alternative set is framed not as generic options but as who and what the same resource could serve — the specific programs, neighborhoods, and future options displaced.
  • Surface the distribution, not just the total. The method asks who bears the forgone benefit, deliberately elevating diffuse or absent constituencies that a benefit total would average away.
  • Route the trade through a visibility channel. The displacement is published and aired to affected parties before commitment, so the sacrifice is contestable rather than discovered after the money is gone.
  • Record the accepted trade. The decision document states which public alternative was displaced and the reasoning, creating a public accountability trail.

Tuning parameters

  • Breadth of the alternative set — how many rival public uses must be named. A wide set exposes more hidden displacement but can overwhelm deliberation and invite tokenism; a narrow one risks omitting the strongest rival.
  • Stakeholder reach — how far the visibility channel extends (a posted notice, a hearing, active outreach to affected groups). Deeper reach gives absent constituencies real voice but costs time and can be captured by the most organized, not the most affected.
  • Distributional emphasis — how hard the analysis foregrounds who bears the forgone benefit versus aggregate value. Strong emphasis protects weak constituencies; overdone, it can stall on incommensurable equity debates.
  • Bindingness of the record — whether the published rationale merely informs or formally constrains the vote. Binding records raise accountability but reduce political flexibility.

When it helps, and when it misleads

Its strength is legitimacy: it protects the quiet, unrepresented alternative — the maintenance backlog, the safety program, the next generation — by giving it a named seat in the comparison and an audience. This is the logic behind mandated alternatives analysis in public decisions, such as the requirement to evaluate a range of options including a no-action alternative before a major action proceeds, precisely so the forgone paths are on the public record.[n1] Its failure mode is manipulated or token alternatives — advocates naming only weak rivals so the favored policy always wins — and analysis captured by the loudest constituency rather than the most affected. A related misuse is producing a thick visibility document that satisfies a procedural box while the real decision was made elsewhere.
