Preapproved Response Playbook

Pre-authorization policy — instantiates Tempo-Matched Response Governance

Decides in advance, and in calm, which responses are pre-authorized within which bounds — so that when the trigger fires the team executes a standing play instead of starting a deliberation.

The fastest way to make a decision at the moment of a fast event is to have made it already. Preapproved Response Playbook moves the deliberation to before the event: for a set of recognizable, time-critical situations, it fixes in advance the permitted responses and their hard boundaries, so that when a situation matches, the team executes a standing play rather than opening a discussion. Its defining move is that authority and choice are pre-committed, collapsing the runtime decision to recognition-plus-execution. It is neither the trigger that fires the fast track (Event-Triggered Escalation Rule) nor the brake that halts a stale one — it is the fast track's content: the menu of allowed actions and their limits, with the decision-latency already spent in calmer hours.

Example

A naval task group cannot phone home for permission every time a threat appears — by the time approval returns, the missile has arrived. A Preapproved Response Playbook settles the fast decisions in advance. For a defined set of recognizable situations — an inbound track inside a certain range and closing, say — it specifies the permitted responses and their hard boundaries (what may be engaged, what must never be, when to warn versus act) as standing rules of engagement under the commander's intent.

When the situation matches, the watch officer executes the pre-authorized play immediately; the deliberation that would have eaten the response window happened weeks earlier, in the wardroom, with time to think. What the playbook deliberately does not do is invent new options in the moment — anything outside the envelope still escalates. Its power and its danger are the same thing: it trades in-the-moment judgment for speed, which is exactly why the envelope has to be drawn precisely.

How it works

  • Pre-decide the plays. For each recognizable, time-critical situation, fix the permitted response before the event, when there is time to reason it through.
  • Bound the envelope hard. Every play carries explicit limits — what it may do, what it may never do, the conditions that must hold — so pre-authorization is a fenced field, not a blank check.
  • Route the unmatched to escalation. If a situation matches no play, the answer is to escalate, not improvise; the playbook never widens itself under pressure.
  • Rehearse recognition. The runtime cost becomes matching the situation to a play, so that matching is drilled until it too is fast and reliable.

Tuning parameters

  • Envelope width — how much latitude each play grants. Wide plays cover more situations without escalation but concede more judgment to the moment; narrow plays are safer but bounce more cases up the chain.
  • Situation coverage — how many scenarios get a pre-authorized play. Broad coverage compresses latency across more of the space but risks pre-authorizing cases you understand poorly.
  • Boundary specificity — crisp numeric limits versus intent-based guidance. Crisp is auditable and fast; intent-based adapts but reintroduces judgment.
  • Review cadence — how often plays are re-validated against a changed world. A stale play is pre-authorized action on obsolete assumptions.
  • Escalation seam — how sharply "this isn't a play — escalate" is defined. A fuzzy seam is where improvisation leaks in and the envelope silently widens.

When it helps, and when it misleads

Its strength is that it attacks the decision-latency budget directly: by pre-spending deliberation, it collapses the runtime decision toward the cost of merely recognizing the situation — the only way to respond inside windows shorter than a deliberation takes.[1] Paired with a trigger and standing authority, it is what makes a genuinely fast track possible instead of theoretical.

Its failure modes are the shadow of its strength. Pre-authorization is most dangerous exactly where it is most useful — a badly-drawn envelope pre-approves the wrong action at speed, with no human deliberation left to catch it. Plays rot as the world changes, so an unreviewed playbook is confident, fast, and wrong. Its classic pathology is scope creep: the envelope quietly widens, or a play is invoked in a situation it was never written for because escalating felt slower. The discipline is to bound each play tightly, keep the escalation seam sharp, review plays against the current environment, and audit invocations so drift is caught before it compounds.

How it implements the components

Preapproved Response Playbook fills the pre-commitment components that give the fast track its content:

  • preauthorization_envelope — it is the envelope: the fenced set of pre-authorized actions and their limits, decided in advance so execution needs no fresh approval.
  • decision_latency_budget — it spends that budget down at design time, moving the deliberation before the event so the runtime decision cost falls toward recognition-plus-execution.

It supplies the fast track's content, not its trigger (the threshold that fires it is Event-Triggered Escalation Rule's) nor the standing authority to act (Queue-Jump Authority's); and it does not measure the latency it compresses — that audit is Decision Latency Scorecard's.

Notes

The playbook, the escalation rule, and queue-jump authority form a trio: the trigger says when, the authority says who may, the playbook says what. Any one alone underperforms — a pre-authorized play with no trigger waits for someone to notice the situation, and a trigger with no play escalates into an empty fast lane. The playbook is the piece that makes speed usable once the other two have made it permitted.
