Every accommodation method downstream is only as good as the preference record it runs on, and that record is not found lying around — it is built. Preference Elicitation and Tradeoff Matrix is the instrument that builds it: a structured table whose rows are the affected actors and whose columns are the declared option set, filled in through accessible, plural channels and stamped with the context that makes each cell interpretable — the information the actor had, the constraints they faced, the framing of the question, and how confident they were. Its defining move is to treat a preference as evidence with provenance rather than a bare vote: the same "I prefer B" means something different when spoken freely than when spoken under a supervisor's eye, and this mechanism records the difference instead of flattening it. It does not decide anything and it does not decompose positions into underlying interests; it produces the auditable input on which decomposition, aggregation, matching, and bargaining all later depend.

Example

A mid-size city is redesigning a downtown block and wants residents' preferences before the council picks a plan. Rather than run a single online poll — which would over-sample the people with time, broadband, and strong opinions — the facilitation team builds a tradeoff matrix. The option set is fixed first: four named concepts (more parking, a plaza, protected bike lanes, mixed retail). The rows are the affected actors, deliberately including groups a poll would miss: nearby renters, wheelchair users, night-shift workers, and small shop owners. Preferences are gathered through several channels — an accessible web form, translated paper ballots at the library, and short intercept interviews at the bus stop — and each response is tagged with who gave it, in what language, and whether the respondent had seen the traffic study.

The output is not a winner but a filled grid with footnotes: the plaza leads on the web form but trails badly among shop owners, and a cluster of "no preference" responses turns out to be people who could not read the English-only concept boards. That last finding — a gap in the record, surfaced because provenance was tracked — changes what happens next as much as any expressed preference does. The matrix hands the council a defensible picture of who wants what and how much of the silence is real indifference versus an access failure.

How it works

  • Fix the boundary first. Name the decision, the option set, the actor set, and who is affected without a formal vote — so the columns and rows are settled before anyone answers, and the option set is not quietly narrowed to manufacture a preference.
  • Elicit through plural channels. Combine anonymous, in-person, translated, and proxy-mediated channels chosen for access, not convenience; record which channel produced each response.
  • Capture intensity and constraint, not just rank. Each cell carries a strength rating and the constraints the actor faced, so a mild majority and an intense minority do not look identical.
  • Stamp provenance and confidence. Every response records its source, information context, framing, and the respondent's stated confidence.
  • Flag stated-versus-revealed tension as a question, not a verdict. Where an expressed preference clashes with observed behavior under constraint, the cell is marked for scrutiny rather than overwritten — behavior under coercion or lack of options may reveal necessity, not welfare.

Tuning parameters

  • Channel mix — how many and which elicitation channels run in parallel. More channels widen access and cut framing bias but raise cost and complicate reconciliation.
  • Option-set breadth — how many options the columns admit, including status quo and outside options. A narrow set is cheaper to fill but risks manufacturing consent to a foregone choice.
  • Intensity scale — ordinal ranks, cardinal ratings, or budget/point allocations. Richer scales expose noncompensable thresholds but invite strategic exaggeration.
  • Provenance depth — how much context each cell carries. Deep provenance makes the record auditable but costs respondent time and raises privacy exposure.
  • Nonresponse rule — whether silence is coded as indifference, unknown, or an access-failure flag. This single choice can quietly decide the outcome.

When it helps, and when it misleads

Its strength is that it converts a noisy, self-selected clamor into a structured, auditable base that later methods can trust — and it makes absence visible, so a decision-maker can tell genuine indifference from a group that was never reached. Tracking framing and channel is the main guard against preference falsification, where people voice the preference they think is safe or expected rather than the one they hold.[1]

Its failure mode is that the matrix can lend a spreadsheet's false authority to a badly sourced record: a full-looking grid built from an inaccessible channel is worse than an obvious gap, because it hides its own bias. The classic misuse is treating a low response rate as a mandate ("no one objected") when the objectors were simply not reachable. The guarding discipline is to audit nonresponse and channel coverage before the matrix is handed downstream, and to carry the provenance flags forward rather than collapsing every cell into a clean number.

How it implements the components

It does not weigh criteria through deliberation (representation_and_standing_rule as convened deliberation — that is Deliberative Weighting Workshop) and it does not decompose positions into tradeable interests (preference_dimension_and_intensity_map — that is Interest-Based Bargaining Protocol); this instrument records raw preferences, it does not interpret or combine them.

This mechanism is deliberately pre-decisional.
