As a hurricane's track sharpens, an emergency-management agency prepositions commodities ahead of landfall.[n1] Days before the storm, distribution centers move truckloads of bottled water, shelf-stable meals, tarps, cots, and generators to staging bases just outside the projected impact zone. When the storm hits and local roads and stores go down, relief flows from stock staged hours away rather than shipped across the country into a broken supply chain. The kits hold expiry-dated goods — water and meals — that are rotated first-expiry-first-out, so nothing staged has quietly spoiled; and if demand outruns the prepositioned stock, or the storm veers to a different county, the national on-demand supply chain remains the fallback that fills the gap. The kit's virtue is location: the slow part (getting materials to the region) was done before the region became unreachable.
How it works¶
- Assemble the kit. Bundle the materials a likely event will need into a standard, ready-to-deploy unit.
- Stage it forward. Place the kit geographically ahead of the forecast event, close enough to activate fast but not so close it is destroyed with the target.
- Rotate the perishables. Maintain a first-expiry-first-out regime so dated contents are refreshed or discarded before they spoil.
- Keep the fallback live. Preserve the on-demand resupply path for overflow, mismatch, or an event that lands off-forecast.

Tuning parameters¶
- Kit composition — how broad a set of contingencies to pack for. A richer kit covers more situations but costs more to stage, hold, and rotate.
- Staging distance — how close to the projected event to position. Closer means faster activation but higher risk the event destroys or isolates the stock; farther is safer but slower.
- Stock depth — how much to preposition per site, trading holding cost against the odds of running short.
- Rotation cadence — how often perishable contents are cycled, tightening as shelf life shortens.
When it helps, and when it misleads¶
Its strength appears when an event is forecastable, its likely needs are known, and on-demand supply at event time is slow or unreliable — exactly the disaster-logistics case, where the supply chain is degraded precisely when demand peaks. Prepositioning buys location in advance.
It misleads when the forecast is wrong: staging the kit where the storm didn't go sinks the cost and can trap the stock behind the very disruption it was meant to beat. It also misleads when rotation lapses and staged goods expire unnoticed, so the kit is present but no longer usable. The classic misuse is a standing stockpile with no rotation and no activation plan — that is mere accumulation, closer to inventory hoarding than prepositioning. The discipline is to rotate on a strict expiry schedule and to keep the fallback resupply path genuinely real, so a missed forecast or an exhausted kit is recoverable rather than catastrophic.
