Workflow — instantiates Coarse-to-Fine Search

Implements the archetype by reviewing applications, proposals, designs, or options in stages, with deeper review reserved for candidates that pass earlier screens or uncertainty checks.

Progressive Candidate Review advances candidates through review stages by an explicit gate, and its distinctive move is that a candidate earns deeper review two ways, not one: by scoring clearly above the bar, or by landing in the uncertain band near it. Clear passes advance and clear fails drop, but the borderline zone gets extra scrutiny rather than a coin-flip rejection — the review effort is aimed precisely at the candidates whose fate the current stage cannot yet decide. A diversity requirement runs across the advancing slate so the process does not converge to a single profile. Where a funnel is engineered around throughput economics, this workflow is engineered around where the decision is genuinely undecided, spending the next stage's attention there.

Example

A research funding agency receives far more proposals than its panels can deeply read. Stage one is triage: one reviewer per proposal, a quick score, enough to remove the clearly-out. Stage two convenes panels of three for everything that survives. But the gate between them is not a simple cutoff. Proposals scoring well clear of the cutline advance automatically; those scoring well below drop; and those sitting in the narrow band around the cutline — where a single reviewer's read could easily be noise — are pulled for a fourth, independent read before any decision, because that is exactly where the process is most likely to be wrong.

Alongside the scores runs a portfolio-balance requirement: the advancing set must keep reasonable spread across subfields and protect a share for early-career applicants, so a good year in one hot area cannot crowd out everything else. The result is that scarce expert reading concentrates on the contested middle and on maintaining a varied slate — not on re-confirming proposals whose outcome was never in doubt.

How it works

  • Define the stage gates. Each transition is an explicit rule tied to score thresholds — what advances, what drops, and what falls in between.
  • Advance clear passes, drop clear fails. Candidates comfortably above or below the bar are resolved cheaply and do not consume deeper review.
  • Deep-review the uncertain band. Candidates within a defined margin of the cutline get additional independent evaluation before the gate decides them — effort aimed at genuine uncertainty.
  • Enforce slate diversity. Apply a spread requirement across the advancing cohort at each gate so the surviving set stays varied rather than collapsing onto one profile.

Tuning parameters

  • Cutline thresholds — where the advance/drop bars sit at each stage. Higher bars shrink the deep-review load but drop more genuine value; lower bars protect recall and flood later stages.
  • Uncertainty-band width — how wide the "gets extra review" zone around the cutline is. Wide bands catch more borderline value at real reviewer cost; narrow bands are cheap but let noise decide close calls. If scores compress, too wide a band swallows the whole field.
  • Reviewers per stage — depth of read at each gate. More readers reduce single-rater noise but consume scarce expert time; fewer speed throughput at the price of reliability.
  • Diversity quota strength — how firmly the varied-slate constraint binds against raw score ranking.

When it helps, and when it misleads

Its strength is efficient allocation of scarce, expensive human judgment: the process stops re-litigating candidates whose outcome is obvious and pours its depth into the contested band and into keeping the slate varied — exactly where extra review changes decisions. It fits admissions, hiring, grant and paper review, and any staged selection with limited expert capacity.

Its characteristic failure is that an early, coarse signal compounds across stages: a candidate boosted at triage by reputation, prestige, or a strong prior award carries that halo into every later gate, so accumulated advantage substitutes for fresh merit[1] — the Matthew effect in review. The classic misuse is treating the stage-one triage score as destiny, letting it anchor every subsequent reader. The guarding discipline is to blind early stages where feasible, reset or re-elicit scores independently at each gate rather than carrying them forward, calibrate reviewers against shared exemplars, and keep the uncertainty band honest so close calls get judgment rather than inertia.

How it implements the components

  • resolution_transition_rule — the explicit stage gates specify exactly when and how a candidate moves from shallow to deeper review.
  • promising_region_filter — the advance/drop thresholds mark which candidates are clearly worth (or not worth) further review.
  • uncertainty_margin — the band around the cutline that earns extra independent review directs depth to genuinely undecided candidates.
  • diversity_quota — the spread requirement on the advancing slate keeps the surviving cohort varied across profiles.

It defines no low-resolution model of the whole space (coarse_representation) and carries no mandatory rule-out for wrongly dropped candidates (false_negative_check); the coarse-model side belongs to Coarse Grid Search and the false-negative guard to Diagnostic Narrowing.
