Most power analysis assumes everyone shows up. The Quorum Sensitivity Table drops that assumption and studies the one dimension it hides: attendance. Example

A homeowners' association of 200 units must reach a quorum of 100 present to vote on the annual budget, then pass it by a majority of those present. The table runs attendance from 80 to 140 and records, at each level, whether the vote can happen and which blocs swing it. Two things jump out. Below 100 present, nothing passes — so a coordinated group of 25 owners who reliably stay home can block the entire budget without casting a vote, a form of leverage no yes/no tally would ever reveal. And just above the line, at ~105 present, a well-organized 30-unit bloc swings the majority, whereas at a well-attended 140 the same bloc is diluted to irrelevance. The board learns that its real vulnerability is turnout, not vote count, and that quorum-denial is the holdout weapon it must plan around.

How it works

  • State both thresholds. Fix the quorum rule (how many must be present to act) and the decision rule (what passes among those present).
  • Sweep attendance. Step turnout across a plausible range of levels.
  • Evaluate each level. For each attendance level, record whether the body can act and, if so, which members or blocs are pivotal to the majority.
  • Tabulate and flag. Lay it out as a table and mark the cliff (where quorum flips) and the fragile bands (quorate but easily swung).

Treating absence as a strategic action — decisiveness by not attending — is the move a fixed-membership analysis structurally cannot make.

Tuning parameters

  • Attendance range and step — how wide and how fine the turnout sweep is; finer steps pinpoint the exact level where quorum flips.
  • Quorum definition — headcount, weighted presence, or presence-by-proxy; proxies and weighting move where the cliff sits.
  • Turnout model — independent random absence vs. correlated absence (a bloc coordinating to stay away); only the correlated model exposes quorum-busting leverage.
  • Threshold coupling — model quorum alone, the majority alone, or their interaction (a level that is quorate yet trivially swung).

When it helps, and when it misleads

Its strength is surfacing two things a headcount buries: the quorum cliff below which nothing can happen, and absence-as-leverage — the bloc that wins by not showing up. It is the natural tool wherever attendance is uncertain and quorum is binding.

Its weakness is that it rests on a turnout model, and real attendance is strategic and correlated in ways a simple sweep may miss; a tidy table can also lull a board into thinking the cliff is far off when one bad-weather meeting or a coordinated boycott moves it. The pointed misuse is engineering meeting schedules or quorum rules from the table to suppress or manufacture a decisive turnout. The disciplines are to model correlated absence rather than only random, and to treat the table as regime-specific — re-running it when the roll or turnout norms change.[n1]
