Some responsibility gaps are not about a single missing owner but about overlapping roles across a large effort — three parties each assuming another was accountable, or a stakeholder who should have been consulted discovering the decision after the fact. The RACI-Like Ownership Matrix addresses this breadth. It is a static planning artifact — a grid of tasks (rows) against people or roles (columns) — that resolves role ambiguity by tagging each cell: who is Responsible for doing the work, who is Accountable and answers for it, who must be Consulted, and who is merely Informed. Its distinctive value is spreading clarity across many tasks and many parties at once, and its honesty depends entirely on being reviewed rather than filed and forgotten.

Example

A regional health system is building a new hospital wing — a multi-year capital project with a general contractor, an architecture firm, an owner's representative, structural and electrical subcontractors, and a code inspector all in play. Early on, ambiguity is everywhere: does the architect or the GC own resolving a design conflict discovered in the field? Was the inspector consulted on a substitution or only informed? The team builds a RACI matrix — rows for each milestone (pour the foundation, close the walls, sign off electrical), columns for each party — and marks exactly one Accountable per row, one or more Responsible, and tags who is Consulted versus Informed.[n1] When the electrical sign-off approaches, no one has to guess: the grid says the GC is Responsible, the owner's rep is Accountable, and the inspector is Consulted (not merely Informed), so the right conversation happens before, not after. The matrix is re-marked at each phase review so it tracks the project rather than the kickoff.

How it works

The method enumerates tasks against parties and forces a discipline into every row. Exactly one Accountable per row — accountability cannot be shared without recreating diffusion — and one or more Responsible for the doing. The Consulted and Informed marks draw the coordination boundary: who must have input before the work proceeds, and who only needs to know after. Because it is a standing artifact rather than a moment or a person, its central danger is going stale, so it is re-examined at phase gates to catch ownership that has drifted from the chart. Its distinctive properties are breadth (it maps a whole program at once), the single-Accountable rule, and the fact that it is a document, not an event or an individual.

Tuning parameters

  • Granularity — how finely tasks are broken into rows. Fine rows capture every handoff but bloat the grid; coarse rows stay readable but hide sub-task ambiguity.
  • Single-Accountable discipline — how strictly one-A-per-row is enforced. Strict enforcement kills diffusion; relaxing it reintroduces the "we both thought the other owned it" gap.
  • Consulted-versus-Informed threshold — how readily a party is marked Consulted. Over-consulting drowns decisions in required input; under-consulting blindsides stakeholders.
  • Variant — plain RACI versus richer forms (RASCI, or a decision-focused model like RAPID). Richer variants capture more roles at the cost of complexity.
  • Review cadence — how often the grid is re-marked. Frequent review keeps it live; a fill-once-and-file matrix decays into fiction.

When it helps, and when it misleads

Its strength is killing "I thought you had it" across an entire program at once, and making the difference between consulted and informed explicit before it becomes a grievance.

It misleads when it hardens into a wall chart nobody updates — stale ownership masquerading as real, which is arguably worse than none because it confers false confidence. It also fails when every cell accumulates a Consulted mark, so the matrix that was meant to streamline coordination instead requires everyone to weigh in on everything. The classic misuse is filling it in once at kickoff to satisfy a governance checkbox and never touching it again. The guarding discipline is the review loop: re-mark the grid as work moves, and treat a cell nobody can confirm as a gap to close, not a fact to trust.

How it implements the components

  • responsible_owner — the Responsible (and single Accountable) marks name who does the work and who answers for each task.
  • authority_scope — the Accountable designation fixes who holds decision authority for each row, distinct from who executes it.
  • coordination_boundary — the Consulted and Informed columns draw the boundary between parties who must give input and those who only receive news.
  • response_review_loop — the matrix is re-examined at phase gates to catch ownership drift and stale assignments.

It maps ownership across a plan but fires on no event and holds no live state — the in-the-moment action_trigger and urgency_tier belong to Emergency Role Assignment, and the running status picture is status_visibility, held by Public Commitment Board.

Notes

The matrix spreads roles across many parties; Single-Threaded Owner does the opposite, collapsing an effort to exactly one owner. The single-Accountable-per-row rule is the point where the two ideas touch — RACI insists on one A per task, while a single-threaded owner is one A for the whole initiative.
