Reentry Gate Review¶
Recovery gate review — instantiates Overshoot-Crash Load Management
A go/no-go review that lets growth or normal operation resume only on evidence that the secondary resource, the sinks, critical functions, and the original driver have all actually recovered.
A Reentry Gate Review is the disciplined checkpoint that decides when restrictions may lift — when growth can restart, an operation reopen, a moratorium end. Its defining stance is that a lower stock level is not recovery: the gate refuses to reopen on the single tempting metric that the visible crisis has passed, and instead demands evidence across the whole system — that the depleted secondary resource has been rebuilt, that the sinks and critical functions have recovered, and, crucially, that the reinforcing driver which caused the overshoot has been materially changed so reentry does not simply restart the boom. It is also where a single accountable owner holds the line across phases that each want to declare victory early on their own favourable numbers.
Example¶
A famous bay closes to tourists after years of overshoot: boat traffic and foot traffic (the growth stock of visitors) crushed the reef and beach until the ecosystem collapsed. Reopening is treated as a gate, not a date. A review board — chaired by one accountable authority spanning tourism revenue, park ecology, and local livelihoods — requires evidence on every front before lifting the ban: coral cover and beach stability recovered (critical function), waste and mooring capacity rebuilt (the sinks), and — the part commercial pressure fights hardest — a permanent daily visitor cap and mooring ban so that reentry cannot simply rerun the collapse (the driver corrected).
Only when all four hold does the gate open, and it opens into the capped regime, not the old free-for-all. The single owner is what makes that stick: without one authority spanning the phases, the tourism side would reopen on beach stability alone and export the ecological risk straight back into the reef. Closures of over-visited natural sites for recovery are a real practice; the gate is what turns "it looks better" into "it has actually recovered, and the cause is fixed."
How it works¶
- Gate on the whole system, not the stock. Reopening requires the secondary resource, the sinks, and critical functions to have recovered — not merely a fallen stock level.
- Demand the driver was fixed. The gate will not open unless the reinforcing input that caused the overshoot has been materially changed, so reentry does not restart the boom.
- Reopen into a changed regime. The resumed state carries the correction — a cap, a reform — rather than the pre-crash settings.
- Vest one accountable owner. A single cross-phase authority holds the gate, so no one team can declare recovery on its own favourable metric and pass the risk on.
Tuning parameters¶
- Evidence bar — how much proof of recovery each dimension needs; high bars prevent premature reopening but prolong costly restriction.
- Conjunctive vs. weighted — whether every criterion must pass or a strong showing on some can offset another; conjunctive is safer, weighted is more flexible and more gameable.
- Baseline reference — what "recovered" is measured against; a pre-overshoot baseline is strict, a recent degraded one is lenient and self-deceiving.
- Reopening increment — whether the gate opens fully or to a throttled, provisional regime with the option to re-close.
- Owner authority — how much real cross-phase power the accountable owner holds against the teams pushing to reopen.
When it helps, and when it misleads¶
Its strength is that it stops the most expensive mistake in the archetype — reopening into an unrecovered system and triggering a second crash — and it forces the driver correction that makes recovery durable rather than a pause between booms. Vesting one owner prevents each phase from optimizing its own metric while exporting risk to the next.
Its failure modes turn on the reference point. The gate is only as honest as its baseline, and the classic misuse is baseline drift — declaring recovery against a degraded recent normal rather than the real one, so the system "recovers" to a permanently poorer state each cycle.[1] It can also be run backwards, assembled to justify a reopening date already fixed commercially or politically, and it can over-hold, imposing recovery costs long after genuine recovery. The discipline is to fix the baseline in advance, keep the criteria conjunctive for the non-negotiable dimensions, and separate the owner from the parties who profit from reopening.
How it implements the components¶
recovery_and_reentry_gate— it is the gate: the evidence-based go/no-go that governs when restriction lifts, on what terms, and into which regime.accountable_transition_owner— it vests the cross-phase decision in a single named authority who holds the gate against phase-local pressure to reopen early.
It does not measure the residual load the gate reads as evidence (Post-Crash Residual-Load Dashboard), rebuild the depleted resource the gate waits on (Secondary-Capacity Reserve Activation), or reduce the driver whose correction it checks for (Source Reduction Program). It judges readiness; it does not produce it.

Notes¶
The gate is only as good as the evidence feeding it. If the Post-Crash Residual-Load Dashboard was stood down early, or the baseline was quietly reset to the degraded state, the review can pass while the system is still loaded — the two most common ways a technically-clean gate blesses a premature reopening.
