How it works

When it helps, and when it misleads

Its strength is that it gives the complement stewardship: the cases outside the focal set are precisely the ones systems tend to ignore, and a governed backlog with owners and harm-review forces them into view and priority. It also turns wait-time and neglect into measurable, reportable quantities.

It misleads when the backlog becomes an alibi — a place where cases are logged to demonstrate diligence but never actually worked, so a growing, well-documented queue substitutes for capacity that was never added.
