Retreat Trigger Exercise¶
Rehearsal ritual — instantiates Managed Retreat
Rehearses the withdrawal go-decision before the crisis — who reads the trigger, who invokes the authority, and how the team commits in time — so the call isn't improvised as the corridor is closing.
A retreat plan can specify a perfect trigger and still fail at the one moment that matters — when ambiguous evidence arrives, people disagree about whether it counts, and the clock is running. Retreat Trigger Exercise is the rehearsal that de-risks that moment. It convenes the actual decision-makers before any real pressure and walks them through a realistic closing-window scenario in which the signal is noisy, two readings are defensible, and someone wants to wait one more season. It does not compute the trigger or the closure horizon — a Closure-Horizon Dashboard does that. Its whole job is to pressure-test the human handoff: does everyone read the trigger the same way, does the person holding the authority actually pull it, and does the group commit while there is still time to move? What it produces is not a decision but a rehearsed, argued-through reflex — and a list of the places that reflex broke.
Example¶
A county with a canyon community threatened by an increasingly fast wildfire regime holds a Retreat Trigger Exercise. Around the table sit the actual post-holders: the fire chief, the emergency manager, two elected supervisors, the road authority, a tribal liaison. The facilitator feeds them an injected scenario — a red-flag warning, a spot fire that jumps the ridge earlier than the models predicted, but the single evacuation road still open and half the residents at work down-valley. The pre-agreed trigger reads "commit to phased withdrawal when the front is within X and projected road capacity falls below Y within Z hours." The exercise exposes the gaps: the supervisors want to wait for a mandatory-evacuation legal finding that eats hours the window doesn't have; nobody has clearly been handed authority to close the canyon to inbound traffic; and "within Z hours" turns out to mean different things to the fire chief and the road authority.
The outcome is not a retreat — it is a rewrite. They name a single decision-owner, pre-authorize the road closure, and convert "within Z hours" into an observable checkpoint anyone at the table can call. No one has moved, but the next time the smoke is real the argument has already been had.
How it works¶
- Stage ambiguity and dissent — the injects are deliberately gray and the disagreement is real, because a trigger only fails in the zone where the evidence is defensible either way.
- Test the evidence → authority → commitment handoff — the exercise follows a signal from arrival to a committed go, checking each seam: interpretation, who owns the call, whether the call is made in time.
- Feed the breakpoints back — every place the handoff stalled becomes an edit to the trigger rule, the authority assignment, or the timing definition; the run's product is the fix list.
Tuning parameters¶
- Scenario ambiguity — how gray the injected evidence is. Sharp scenarios test mechanics; ambiguous ones test judgment and dissent, which is where triggers actually break.
- Cast realism — real named post-holders versus stand-ins. Only the real decision-owners surface the real authority gaps.
- Time compression — how tight the simulated window. Tighter reveals whether the group can commit before the corridor closes; too tight and it only induces panic.
- Consequence stakes — no-fault versus feeding evaluations. No-fault surfaces honest disagreement; stakes reveal how people behave when it counts.
- Cadence — one-off versus re-run when post-holders rotate or the front's behavior changes.
When it helps, and when it misleads¶
Its strength is that it moves the "is it time yet?" argument out of the crisis, exposes ambiguous authority and mismatched definitions while they are still cheap to fix, and builds the muscle memory to commit under pressure rather than freeze.
Its failure mode is that a rehearsal can breed false confidence: a smooth exercise proves the scenario was handled, not that the plan is robust, and over-scripted injects reward the answer the facilitator wanted. The classic misuse is running it to manufacture sign-off — "we exercised it, so we're ready" — rather than to find breakpoints, turning a probe into theater. The discipline that guards against this is to judge the exercise by the number of breakpoints it exposes, vary the injects run to run, and treat a flawless pass as a sign the scenario was too easy. It does not compute the front's advance or the closure horizon — that is the Closure-Horizon Dashboard — nor prepare the destination, which is Receiving-Zone Reservation. It rehearses reading and acting on those outputs, not producing them.

Notes¶
Distinct from a full evacuation drill, which rehearses the movement; this rehearses the decision to move. It also has no value unless it can change the plan — it must be run by, or feed directly into, whoever can rewrite the trigger and reassign authority. A trigger exercise with no edit path is only theater.
