Facilitated enumeration ritual — instantiates Target-Complete Mapping Design

A facilitated session that deliberately enumerates the full space of cases the system must serve — surfacing rare, edge, and unthought-of targets before reality forces them onto the list.

A coverage map is only as complete as the target list it is measured against, and the most dangerous omissions begin in that list. Scenario Enumeration Workshop is the structured session where stakeholders deliberately generate the target space — every case, population, state, or obligation the system must reach — rather than inheriting it from whatever the current sources already handle. Its defining move is to grow the target denominator on purpose, dragging in the rare and inconvenient targets that source-derived taxonomies quietly drop, and to rank them so the downstream coverage effort knows what matters most. It is the front end that populates the map, not one that scores it.

Example

A county emergency-management office is deciding which incident-and-population scenarios its plans must cover. Left to the existing playbooks, the list simply mirrors past incidents — floods, structure fires. The workshop instead convenes responders, a disability advocate, a hospital liaison, and community translators, and enumerates by crossing dimensions: hazard × affected population × condition. Out come scenarios no current plan addresses — a wildfire during a heat wave, a chemical release affecting a Deaf neighborhood, a nursing-home evacuation during a power outage. Each is added to the target space with a priority weight, life-safety scenarios ranked first. The outcome is a coverage map that now has explicit rows for cases reality had not yet forced the county to confront.

How it works

What distinguishes this ritual is structured combinatorial elicitation plus an adversarial "who's missing?" rather than free brainstorming. The facilitator crosses the axes that define cases (case × population × condition × environment), then specifically invites affected outsiders to name targets the insiders cannot see. Unknown and emerging targets are captured as first-class entries with a path into the taxonomy, not forced into an "other" bucket, and the enumerated set is then priority-weighted so resolution can start where consequence is highest.

Tuning parameters

  • Enumeration axes — which dimensions to cross. More axes surface more edge cases but risk combinatorial explosion and governance overload.
  • Stakeholder breadth — who is in the room. The empty seat is usually the missing target; equity of coverage tracks the invitation list.
  • Priority scheme — how targets are weighted (consequence, frequency, equity). This drives the order every downstream fix is worked in.
  • Divergence-to-convergence balance — how long to generate before pruning; cut too early and rare targets die in the room.
  • Target granularity — broad classes vs fine-grained cases; finer reveals inequity but multiplies maintenance.

When it helps, and when it misleads

Its strength is being the cheapest way to convert unknown unknowns into named, owned, coverable targets — before an incident does the enumerating for you.[1] Its failure mode is that it only finds what the people present can imagine, so blind spots track the guest list, and an over-eager session can flood the map with low-value targets that bloat governance. The classic misuse is convening it to ratify the existing target list rather than expand it — attendance as theater. The discipline that guards against this is to seat affected outsiders deliberately and to treat "we can't think of any more" not as a stopping point but as a cue to widen the axes.

How it implements the components

Scenario Enumeration Workshop realizes the target-defining slice of the archetype — the components that exist before any witness is sought:

  • required_target_space — its primary output: the deliberately generated, stakeholder-challenged set of targets the mapping must cover.
  • target_priority_weighting — it ranks the enumerated targets by consequence so downstream coverage and triage work the map in the right order.

It does not test which of the enumerated targets actually lack a witness (that's Coverage Counterexample Search and Service-Area Gap Analysis), assign owners to gaps (Uncovered-Target Triage), or keep the set current as obligations drift (Target-Space Difference Review).
