Method — instantiates Option Preservation
Explores several plausible futures and identifies which options are worth preserving under each, so preparation is robust across outcomes rather than bet on one forecast.
A Scenario Planning Workshop preserves options by first mapping the space of plausible futures and then asking, for each, which choices would still need to be available — so preparation is hedged across outcomes instead of staked on a single prediction. Its defining move is analytical, not empirical: it does not build anything or test anything, it constructs a small set of internally coherent, divergent futures from the driving uncertainties and reads off which options are worth keeping alive and which early-warning signals would tell you which future is arriving. It is the mechanism that decides what optionality is worth carrying; other mechanisms then build, contract, or exercise it.
Example¶
A regional electric utility faces deep uncertainty about the energy transition: how fast rooftop solar and home batteries spread, and how aggressively the state will regulate emissions. Rather than pick a single forecast, the strategy team runs a scenario workshop. They take the two most uncertain, most impactful drivers and cross them into four coherent futures — from "slow adoption, light regulation" to "rapid distributed energy, hard mandates" — each written as a plausible story of how the decade unfolds.
Against those four futures, the team asks which options must stay open under any of them: preserving grid-interconnection capacity, keeping a flexible-rate-design capability, not over-building a single large plant that only one future justifies. They also name the early-warning signals — a threshold of distributed-solar penetration, a legislative filing — that would indicate which future is materializing. The workshop produces no plant and signs no contract; it produces a map of futures, a shortlist of options worth preserving across them, and the signals to watch.
How it works¶
The method's distinguishing discipline is building futures, not testing options:
- Isolate the critical uncertainties. Identify the few drivers that are both highly uncertain and highly consequential; these become the axes of the scenario set.
- Construct divergent, coherent futures. Build a small number of internally consistent stories that genuinely differ, avoiding one "expected" case flanked by token extremes.
- Read options across the set. For each future, ask which choices would need to be available, and surface the options that are valuable under many futures (robust) versus few (contingent).
- Name the early-warning signals. Identify the observable indicators that would reveal which future is arriving, so preserved options can later be exercised in time.
Tuning parameters¶
- Number of scenarios — how many futures are carried. Too few collapses toward a single forecast; too many dilutes attention and blurs the distinctions that make scenarios useful (three to four is common).
- Divergence — how different the futures are. Wider divergence stress-tests options harder but risks implausibility; narrow scenarios feel safe but teach little.
- Driver selection — which uncertainties become the axes. Choosing genuinely uncertain, high-impact drivers makes the set discriminating; choosing comfortable ones produces theater.
- Time horizon — how far out the futures reach. Longer horizons widen uncertainty and suit structural decisions; shorter ones are sharper but less about preserving long-range options.
- Signal specificity — how concretely early-warning indicators are defined, which determines whether the workshop's output can later be acted on.
When it helps, and when it misleads¶
Its strength is that it breaks the grip of a single forecast and makes uncertainty usable: by holding several futures at once, a team can see which options are worth preserving no matter which way the world breaks, and can watch for the signals that resolve the ambiguity. The canonical practice is Shell's scenario planning, credited with preparing the company to respond faster than rivals when oil markets lurched, precisely because it had rehearsed multiple futures rather than betting on one.[1] It fits deep, structural, long-horizon uncertainty.
Its failure mode is scenarios that change nothing — an elaborate workshop that produces vivid stories but never connects them to which options to preserve or which signals to watch, so the futures are admired and shelved. A related misuse is smuggling in a single preferred future dressed as one of several, so the exercise ratifies a decision already made. And scenario planning can drift into pure forecasting — the neighbor discipline it is often confused with — mapping futures without ever asking what to keep open. The guarding discipline is to end every workshop with a concrete list of options to preserve and signals to monitor, and to hand those to the mechanisms that will actually act on them.
How it implements the components¶
Scenario Planning Workshop fills the archetype's future-mapping slot — it decides what optionality is worth carrying, without building or exercising it:
