The Sensitivity Driver Rubric scores a single lever: sensitivity — the damage a unit takes per unit of contact with the stressor — broken into its underlying drivers on a fixed, anchored scale so that units become comparable. Its defining discipline is what it deliberately leaves out: it brackets exposure and adaptive capacity out of the score. A place is not rated more sensitive because the hazard hits it harder or more often (that is exposure), nor because it would struggle to recover (that is capacity), but only because, given contact, more damage follows. This single-lever focus is what separates it from the Overlay, which combines all three factors, and from the Workshop, which constructs the frame; the Rubric is a measuring instrument for one factor, and it measures that one cleanly.

Example

A regional agency has a limited seismic-retrofit budget and a long list of buildings that are all, loosely, "at risk." A Sensitivity Driver Rubric scores only how much damage each building takes per unit of shaking — independent of how strong the shaking is expected to be there, and independent of how fast the owner could rebuild. The drivers on the card: construction type (unreinforced masonry, soft-story ground floors), code era, structural irregularity, and occupancy fragility. A 1920s unreinforced-masonry apartment scores high; a code-current steel-frame office scores low — even if the two sit on the same fault line, because exposure is not the rubric's business.

Each score carries a confidence tag: a field-verified inspection reads as solid, an inference from year-built records as provisional. How it works

  • Fixed driver list, anchored scale. Score named drivers against behavioral descriptors per level ("unreinforced masonry, no ties" = highest), not an overall gut impression.
  • Score drivers, not gestalts. Rate each driver separately so the profile shows which driver makes the unit fragile, not just that it is.
  • Keep exposure out. An explicit "score damage-given-contact only" rule stops the most common leak — inflating sensitivity because a place is heavily exposed.
  • Attach an evidence basis and a confidence band to every score, so a desk inference is never mistaken for a verified one.

When it helps, and when it misleads

Its strength is that it makes sensitivity comparable and auditable, and by isolating it, keeps teams from confusing "gets hit hard" with "gets hit often" — two levers that call for entirely different interventions.

Its sharpest failure mode arrives when the driver scores are collapsed into a single composite number: the composite masks which driver is doing the work, so a building that is fragile for a fixable reason and one fragile for an unfixable reason look identical.
