A Shared Operating Framework is the metasystem mechanism that standardizes how the work flows between systems, not what the systems are or who decides. It is a playbook: a common vocabulary, a defined set of roles, a rhythm of when things happen, a fixed shape for how one system hands off to the next, and a ritual for reviewing what went wrong. Its strength is that it eliminates the recurring tax of re-inventing coordination at every hand-off, which is where interdependent-but-autonomous units bleed the most time and safety.
