Most group judgments are contaminated the moment the first senior person speaks. Simultaneous Private Poll Then Public Deliberation fixes the order of operations: every participant records a judgment at the same time, in private, before anyone sees anyone else's; only then is the distribution revealed and open discussion begins; and a final commitment is taken after people have had the chance to update. A professional-standards committee must decide how strongly to recommend a new clinical guideline. If they simply go around the table, the chair's opening lean tends to become the room's consensus. Instead they run an estimate-talk-estimate sequence: all twelve members submit a private strength rating simultaneously through a shared form, the responses lock, and only the anonymized spread is projected — showing, say, a genuine split between "recommend" and "recommend only for high-risk patients." That visible disagreement is what makes the discussion worth having. Members explain their reasoning, new evidence surfaces, and a second, binding vote is taken with names attached because the recommendation must be owned. Crucially, the facilitator captures why each shifter changed their mind — "a trial I hadn't seen" versus "I didn't want to be the outlier" — so the committee can tell whether the late convergence was learning or pressure before it trusts the result.
How it works¶
The distinguishing discipline is the lock before reveal and the reasons-for-revision capture — not the mere fact of voting twice. Responses are collected simultaneously and time-stamped so no participant can condition on another's; the aggregate is published only after the window closes, and small groups are shown as a distribution rather than a running tally that invites bandwagoning. Deliberation is explicitly framed as evidence exchange, not a whip count. The final commitment stage is separated from the exploratory first pass, and the revision trace — who moved and the stated reason — is preserved as first-class output, because it is the only thing that lets the group interpret its own convergence.
Tuning parameters¶
- Simultaneity strictness — hard lock (responses sealed until all are in) versus soft (a countdown). Stricter protects independence but needs everyone present at once.
- Reveal granularity — show the full distribution, a summary statistic, or only a "spread exists" flag. More detail informs the debate but a headline number can itself become the new anchor.
- Final-stage identifiability — anonymous throughout, or named for the binding vote. Naming buys accountability and coordination; it also reintroduces reputation pressure exactly when it bites hardest.
- Revision capture depth — a checkbox versus a one-line reason. Richer capture is what powers the learning-versus-conformity read, at some friction cost.
- Facilitation intensity — light timekeeping versus active surfacing of quiet dissent, which protects minority information the aggregate would otherwise bury.
When it helps, and when it misleads¶
It shines when a group holds distributed private information that a normal meeting would suppress, and when both learning and an owned decision are needed from the same session. Its worst failure is that the revealed aggregate becomes a popularity pressure rather than an input — people converge on the visible majority regardless of evidence, reproducing exactly the information cascade the private stage was meant to prevent.[n1] It also fails silently if the chair's position leaks before the private pass, or if a facilitator reads every late shift as capitulation and treats honest updating as weakness. The discipline that keeps it honest is to protect the first pass operationally (not just rhetorically), reveal spread rather than a tally, and always capture the reason for a move so revision and conformity are not confused.

Late convergence is not automatically a bad sign, and forcing the group back to its private spread would be its own error.
