Assessment matrix — instantiates Adaptive Capacity Building

Maps who can perform which roles against the roles the system needs, exposing where coverage is thin and turning latent capability gaps into a visible, trackable metric.

The most dangerous adaptive gaps are the invisible ones — the critical task only one person can do, the role with no backup — because nothing flags them until the day that person is unavailable and the capability simply is not there. Skills Matrix makes those gaps visible and measurable. It arrays people or units against the roles and competencies the system needs, scores who can actually perform each, and reads off where coverage is thin, where it is redundant, and where a single point of failure hides. Its defining idea is that it is a standing diagnostic and metric — a coverage snapshot you can track over time — not a rehearsal and not a reserve of people. It tells you where the workforce is fragile; closing the gap is another mechanism's job.

Example

A shipping company keeps a crew-competency matrix for each vessel: officers down one axis, critical certifications and tasks across the other — STCW endorsements, enclosed-space rescue, cargo-transfer operations, dynamic-positioning control. Each cell records not "trained once" but demonstrated current competence.

Reading one LNG carrier's matrix, the fleet manager sees a red flag that no crew list would have shown: exactly one officer aboard is certified for cargo-transfer operations. On paper the vessel is fully crewed; in reality it has a coverage of one on a task the voyage cannot proceed without. That single number — a bus factor[n1] of one — is a readiness signal, and it triggers a concrete action before the next voyage: cross-certify a second officer so the vessel is no longer one illness away from being unable to load. The matrix did not fix anything itself. What it did was turn a vague unease about "thin coverage" into a specific, trackable, prioritizable gap — which is the whole point.

How it works

  • Set the axes against future need. List people/units against the roles and competencies the system anticipates needing, so the matrix is scoped to demand, not just current job titles.
  • Score demonstrated proficiency. Rate each cell by real, current competence rather than by having once attended training — the distinction is what keeps the matrix honest.
  • Read coverage and redundancy. Compute where coverage is thin, where single points of failure sit, and where depth is comfortable, turning the grid into numbers.
  • Track and prioritize. Watch the coverage metric over time and use it to aim training where it most reduces fragility.

Tuning parameters

  • Competency granularity — how finely roles are broken down. Fine granularity pinpoints exact gaps but produces an unwieldy grid; coarse granularity is readable but hides thin spots inside broad categories.
  • Proficiency scale — binary "can/can't" versus graded levels. Graded scales capture depth and mentorship capacity but invite subjective, inflated scoring; binary is crisp but blind to the gap between novice and expert.
  • Coverage threshold — the redundancy target that counts as "safe" (e.g., at least two current per critical task). A high bar drives resilience but demands costly cross-training; a low bar is cheap but leaves single points of failure standing.
  • Refresh cadence — how often the matrix is re-scored. Frequent refresh keeps it truthful as skills decay and people move; infrequent refresh lets it drift into a comforting fiction.
  • Scope of roles included — only today's roles or the ones future variation may demand. Wider scope anticipates gaps before they bite but risks scoring against speculative needs.

When it helps, and when it misleads

Its strength is turning "we feel stretched thin" into a specific, prioritized, trackable picture of exactly where the workforce is fragile — surfacing the key-person risk that org charts and headcounts conceal. It is the archetype's instrument for seeing the adaptive gap.

Its central failure mode is the stale or gamed matrix: a grid last scored two years ago, or one where "trained" is marked to satisfy a compliance target rather than to record real competence, so the coverage metric flatters a workforce that cannot actually perform. A subtler trap is measuring what is easy to score — attendance, certifications on file — rather than what matters — competence under real conditions — and mistaking coverage breadth for depth. The classic misuse is the checkbox matrix that exists to pass an audit and is never acted on, readiness theater in spreadsheet form. The discipline that guards against this is to tie each score to demonstrated competence, refresh on a real cadence, and treat the flagged gaps as a to-do list rather than a filing.
