Maps actors and their social relations — influence, interest, trust, conflict, obligation — with a read on each relation's intensity and controls on who may see it, for engagement and governance.

A Stakeholder Map represents the social relations among the actors around a decision or project — who influences whom, who is allied or in conflict, who holds interest or obligation or trust — and gauges how strong each of those relations is. Its defining concern is informal social standing, not formal authority: it is built to plan engagement and coordination, and because it renders sensitive human relationships, it comes wrapped in controls on who may see it. Unlike an ownership map, which records who is answerable, a stakeholder map records who has pull, whose buy-in is needed, and where the friction lies.

Example

A city agency planning a new light-rail line maps its stakeholders before public consultation. Actors — neighborhood associations, a business-improvement district, the transit union, two council members, a cycling-advocacy group, and a major developer — are linked by typed social relations: "influences," "in conflict with," "trusts," "depends on for funding." Each relation carries an intensity read, and the agency arranges the actors on a power-versus-interest grid to see who must be actively engaged (high power, high interest: the council members and the developer) versus merely kept informed. The map reveals a fault line: the transit union and the developer are in high-intensity conflict over a maintenance-yard site, and the union is trusted by a council member the developer needs. That relational insight reshapes the engagement sequence. Crucially, the map is marked confidential and access-restricted — a leaked chart of who distrusts whom would poison the very relationships it was meant to navigate.

How it works

  • Catalog the social relation types precisely — influences, allied-with, in-conflict, trusts, obligated-to, communicates-with — since many of them coexist among the same actors.
  • Rate each relation's intensity and each actor's power and interest, so a critical alliance reads differently from a nominal acquaintance.
  • Arrange on an analytic frame — a power-interest grid, an alliance/conflict map, or a network of influence paths.
  • Apply access controls governing who may view, edit, or export the map.

Tuning parameters

  • Relation-type breadth — influence only, or the full social set (trust, conflict, obligation, communication). Broader maps explain more but grow harder to read and more sensitive.
  • Intensity scale — binary, ordinal (high/medium/low), or an estimated magnitude; richer scales tempt false precision over what is inherently a judgment.
  • Analytic frame — power-interest grid, alliance map, or influence-path network; each foregrounds a different question.
  • Perspective — whose viewpoint the relations are drawn from; a self-aware map notes the mapmaker's own position and bias.
  • Access tightness — an open working document versus a tightly restricted confidential artifact.

When it helps, and when it misleads

Its strength is that it makes the social terrain of a decision navigable — whom to engage, where alliances and frictions lie, whose trust bridges factions that otherwise will not speak.

Its failure mode is that these relations are subjective, fluid, and self-serving to record: a map drawn from one faction's vantage encodes that faction's bias as fact, and an intensity number is a guess wearing the costume of a measurement. The classic misuse — and the archetype's sharpest ethical hazard — is turning a stakeholder map into an instrument to surveil, rank, or manipulate people rather than to coordinate with them; a chart of "who distrusts whom" is a weapon the moment it leaks.
