Stakeholder Meaning Elicitation is a structured protocol for going directly to the people who live inside an arrangement and eliciting their meanings in their own terms — deep and qualitative, not aggregate. Its defining product is the gap between official meaning and lived meaning, and it deliberately samples across positions so that where interpretations conflict becomes visible. Where a culture survey measures perception wide and shallow, this goes narrow and deep; and where an impact review infers effects analytically, this hears them firsthand.
Example¶
A logistics operation runs on "on-time delivery," officially defined as a parcel scanning as delivered before a promised timestamp. Elicitation goes to the people who enact it. Drivers describe "on-time" as gaming the scan — mark it delivered at the truck, walk it up after. Dispatchers, bonused on the metric, describe padding the promised windows so the number stays green. Customers describe "on-time" as it was there when I needed it, timestamp irrelevant. The protocol surfaces three incompatible lived meanings running under one official metric — and records the conflict rather than smoothing it away. It rests on the premise of standpoint theory: knowledge of an arrangement is situated, and the driver knows things about "on-time" that the metric structurally cannot see.[n1]
How it works¶
The distinguishing discipline is to go firsthand, sample by position, compare official against lived, and keep the conflict:
- Identify the differently positioned parties — including the marginal and the resistant, not just the cooperative.
- Elicit in their own terms — interview, ride-along, or diary, letting participants name what the category means to them.
- Juxtapose against the official meaning — where does lived use diverge from the formal definition?
- Record the divergences — preserve the contradictions between parties as data, without forcing consensus.
Tuning parameters¶
- Position range — how many vantage points, and whether to include the marginal and resistant ones. Including resisters surfaces the sharpest divergences.
- Elicitation depth — a short structured interview versus immersion (shadowing, diaries). Immersion catches the meanings people won't articulate on demand.
- Official-meaning anchoring — how tightly to compare each account against the formal definition.
- Consensus stance — reconcile accounts into one versus preserve the contradictions as findings.
When it helps, and when it misleads¶
Its strength is recovering the lived meanings that official language and surveys miss, and catching when a metric means something completely different to the people enacting it than to the people who designed it. Its failure mode is treating a few articulate voices as representative of everyone in their position; its classic misuse is "eliciting" only to ratify the official meaning, via leading questions that confirm the existing frame. The discipline that guards against this is to sample deliberately across power positions — especially the resistant — and to preserve the contradictions rather than resolve them prematurely.
