The Strategic Reserve Plan decides how much standby capacity a system holds against selected wild-card classes, and where the limits on that capacity sit. Its distinguishing job is the bounded reserve: unlike a list of what moves exist, this plan governs the how much — the stockpiles, financial buffers, spare capacity, and pre-positioned resources that can't be conjured the moment a shock lands, together with the ceiling that stops rare-event preparedness from eating the budget it is meant to protect. How it works¶
- Select the classes worth reserving for. Not every wild card justifies standing capacity; the plan picks the few where response cannot be created fast enough to matter.
- Size to a boundary, both ends. Set a floor that makes readiness credible and a ceiling that protects normal operations, so the reserve is neither hollow nor a hoard.
- Keep the reserve drawable. A reserve counts only if it can actually be mobilized — accessible, sufficient, unspoiled, legally releasable — not merely present on a balance sheet.
- Pre-decide allocation under scarcity. Write the rule for who the reserve serves first, in advance, so rationing is a policy rather than an improvised, contestable act mid-crisis.
Tuning parameters¶
- Reserve size (floor↔ceiling) — how much standby capacity to hold. Larger reserves buy resilience but idle resources and tempt raiding; leaner ones stay efficient but may be hollow when the rare event lands.
- Class selectivity — how many wild-card classes the reserve covers. Broad coverage hedges more but thins each reserve; narrow coverage goes deep but leaves other classes exposed.
- Liquidity / convertibility — how fast the reserve turns into usable response. Cash and generic stock flex across scenarios but fit none perfectly; specialized pre-positioning is fast for its class but dead weight otherwise.
- Draw-down and replenishment rules — how readily the reserve may be tapped in ordinary times and how fast it must be refilled. Loose draw-down quietly erodes the reserve; strict rules keep it real but rigid.

When it helps, and when it misleads¶
Its strength is that it puts real, mobilizable capacity behind the options everyone else only lists, and it forces the two decisions preparedness usually avoids — how much is enough and who comes first — into the open and into calm time rather than the worst moment. Reserves are the operational form of safety stock: capacity deliberately held idle against variability you can't schedule.[n1]
Reserves are expensive and, precisely because they sit idle, are the first thing quietly raided to hit a normal-times target — so a plan that isn't defended erodes into a paper reserve. Sizing is genuinely hard: too small and readiness is theatre, too large and the reserve becomes a hoard that starves the mission it protects — and the ceiling is the dial most often missing.
