Analysts construct a deliberately adverse but plausible scenario: a sharp recession, unemployment spiking, house and commercial-property prices falling hard, and a market shock hitting the trading book simultaneously. They drive the capital plan through it quarter by quarter and watch the worst point — the trough where losses peak and the capital ratio bottoms out. Under the stress, the plan's ratio dips close to the regulatory minimum: it survives, but with almost no cushion. That worst-case bound is the finding. How it works
