Subsidy Dependency Assessment¶
Test or assessment — instantiates Donor-Coupled Capacity Governance
Assesses how much of recipient performance depends on donor flow and which functions would fail without it.
A Subsidy Dependency Assessment interrogates the recipient. It decomposes observed performance into the part the recipient produces on its own and the part the donor flow is carrying, and then it names which specific functions would fail if the flow stopped. Its output is a dependence profile: an estimated endogenous baseline, a verdict on whether the recipient's apparent autonomy survives the accounting, and a traced map of which subsidized inputs feed which fragile functions. It is diagnostic and analytic — a study run on paper and data, not a live rehearsal and not a donor-side model. Where the archetype's core fear is confusing subsidized performance with independent capacity, this assessment is the instrument that separates the two, so that everything downstream — a milestone plan, a taper, a decision to formalize — is built on the recipient's real floor rather than its subsidized surface.
Example¶
An elderly widower lives alone and, by every outward sign, manages: the house is clean, bills are paid, meals appear, medications are taken on schedule. The family treats him as independent. But one adult daughter is the hidden donor. A Subsidy Dependency Assessment, prompted by the daughter's own exhaustion, makes the invisible flow legible.
It first estimates the baseline — what the father does entirely unaided: he dresses, walks, holds a conversation, takes his morning pills from a box someone else fills. Then it traces the flow: the weekly groceries, the pill organizer refilled every Sunday, the two evening check-in calls, the ride to every appointment, the quiet management of his bank autopay — all supplied by the daughter, none visible in "he's doing fine." Finally it applies an autonomy test: on the father's endogenous capacity alone, which functions survive a week without her? Meals and medication fail within days; mobility and hygiene hold; financial administration lapses silently. The assessment's verdict is not "he cannot live alone" but "his apparent independence is donor-coupled in three specific functions, and those are the ones a sudden loss of the donor would break first." That precision is what lets the family plan supports around the real gaps instead of either over-institutionalizing him or pretending nothing is being carried.
How it works¶
The distinguishing method is decomposition and counterfactual reasoning on the recipient:
- Estimate the endogenous baseline. Establish what the recipient produces with no donor flow — the floor everything else sits on — using observation, records, or a controlled period of reduced support.
- Trace flow to function. Map each subsidized input to the specific recipient function it feeds, so dependence is located, not just totaled.
- Run the counterfactual autonomy test. For each function, ask whether it survives on baseline alone; the ones that fail define the true dependence profile.
- Rank by failure speed and severity. Order the dependent functions by how fast and how badly they break without the flow, so attention goes to the fragile core first.
Tuning parameters¶
- Baseline method — inferred from records vs. observed during a real reduction of support. Observation is far more credible but risks harming the recipient to learn the answer.
- Decomposition depth — whole-recipient dependence share vs. function-by-function tracing. Depth locates the fragile functions but costs effort and can over-analyze a simple case.
- Counterfactual horizon — survives a day, a week, a season without the flow. Short horizons flatter the recipient; long horizons surface slow-burn dependence.
- Attribution conservatism — how readily borderline capacity is credited to the recipient vs. the donor. Over-crediting the recipient manufactures false autonomy; over-crediting the donor manufactures false helplessness.
When it helps, and when it misleads¶
Its strength is that it turns "seems independent" into a located, ranked dependence profile — the single fact every downstream governance choice needs and that ordinary performance metrics actively hide. It is what stops a recipient's subsidized surface from being certified as endogenous strength.
Its failure mode is that dependence concentrated in a single traced input is a single point of failure, and an assessment can under-count these by looking at aggregate performance rather than at what one input uniquely carries.[n1] It also risks the opposite error — stigmatizing legitimate, chosen support as pathological dependence when the relationship is in fact just and stable. The classic misuse is running the assessment to justify a predetermined verdict: cherry-pick the horizon or attribution to prove either "he's fine alone" or "he can do nothing." The guarding discipline is to fix the baseline method and counterfactual horizon before reading results, and to report the dependence profile as a fact for a governance choice — not as a recommendation to withdraw.

It does not test the donor's ability to keep giving — donor_resilience_guardrail and support_load_limit belong to Donor Stress Test, its nearest assessment-twin. This assessment asks whether the receiver could stand without the gift; that one asks whether the giver can keep giving.
