Governance pause-rule — instantiates Critical Juncture Path Stewardship
Deliberately halts or slows an irreversible progression for a bounded period so that evidence, legitimacy, coordination, or a viable alternative can catch up before the path locks in.
Sometimes the danger at a juncture is simply speed — momentum is about to carry the system across an irreversible line before anyone is ready. Temporary Moratorium or Pause Gate is the governance control that deliberately stops or slows the progression for a bounded window, buying time for whatever is lagging — evidence, safety knowledge, legitimacy, coordination, or a viable alternative path — to catch up. Its defining move is acting on the clock, not the choice: it does not decide the path or preserve a particular option, it withholds the forward motion so that a decision made in haste doesn't foreclose the ones careful timing would keep open. The pause is explicitly temporary and conditioned — it comes with the readiness conditions under which it lifts — which is exactly what separates a stewardship pause from an indefinite ban.

A field of biology reaches a juncture where a newly cheap technique could create capabilities whose risks are not yet understood, and once the methods diffuse there will be no recalling them. How it works¶

- Bound the pause. The moratorium carries an explicit duration or, better, explicit lift conditions — the specific readiness milestones that end it — so it cannot silently become permanent.
- Name what must catch up. The pause is justified by a specific lag (missing safety data, absent legitimacy, an unready alternative); resolving that lag is the pause's job, not merely waiting out the clock.

Tuning parameters¶
- Scope of the halt — a full stop versus a partial slowdown or throttle. A hard stop maximally protects reversibility but is costly and contestable; a slowdown is gentler but leaks progression.
- Lift condition vs. fixed clock — whether the pause ends on a date or on met readiness milestones. Condition-based pauses track reality but risk drifting indefinitely; timed ones are predictable but arbitrary.
- Trigger sensitivity — how strong a readiness gap must be to fire the gate. Sensitive gates pause often (costly, cry-wolf); dull ones may miss the window to intervene at all.

When it helps, and when it misleads¶
Its strength is that it is the one mechanism that directly buys time at a juncture — and time is often exactly what is missing when evidence, safety, or legitimacy lags behind capability. Used well it is reversible and cheap, stopping motion rather than committing to a rival path, and it can be lifted precisely when the lagging factor catches up.
Its failure mode is that a "temporary" pause can ossify into a permanent, unexamined ban — the mirror image of the pilot that never stops — especially once a constituency forms around the freeze. Pauses are also readily weaponized: an incumbent invokes safety or legitimacy to stall a rival's path indefinitely, and a halt with no lift conditions is indistinguishable from a veto.
