Transition Harm Review¶
Impact-and-harm review — instantiates Disruptive Trajectory Positioning
Surfaces the users, workers, dependencies, and public goods a disruption could harm as it displaces the incumbent, and designs the mitigations and guardrails before scale locks the harm in.
Every mechanism in this archetype asks whether the entrant can win; Transition Harm Review asks the question none of the others do — who pays if it does, and what do we owe them? It is a structured review that maps the parties a successful disruption would harm as it displaces the incumbent — laid-off workers, users stranded on the old system, dependent third parties, and public goods like safety, access, or resilience — and converts that map into concrete mitigations and hard guardrails. Its defining move is to make harm to non-adopters and bystanders the unit of analysis, and to attach the resulting guardrails as conditions on any scale-up, so displacement is designed for rather than discovered.
Example¶
A municipal water utility is weighing automated smart-meter reading. The value case is strong — fewer billing errors, early leak detection, no more manual routes. The harm review catalogs what the value case omits. A crew of long-tenured meter readers faces layoff with few transferable credentials. Households without reliable connectivity could be mis-billed, or worse, wrongly cut off from an essential service. And routing billing through one vendor's platform creates a new single dependency for a public utility.
For each, the review designs mitigation and a guardrail: a funded retraining-and-redeployment bridge with phased attrition rather than mass layoff; a mandatory manual-read fallback for unconnected homes so nobody is billed into a shutoff on bad data; and vendor-exit clauses that keep continuous water service from being hostage to one supplier. These aren't recommendations — they become guardrail conditions the scale-up must satisfy before it may proceed.
How it works¶
- Enumerate the affected. Systematically list parties across four lenses — users, workers, dependencies, and public goods — including those with no voice in the decision.
- Assess severity and reversibility. Rate each harm by how bad, how reversible, and who bears it versus who captures the benefit.
- Design mitigation, not just disclosure. For material harms, specify the bridge, fallback, compensation, or safeguard — and where mitigation is impossible, a hard limit.
- Attach guardrails to scale. Convert the serious findings into conditions the scale-up decision must honor, so mitigation is enforced rather than aspirational.
Tuning parameters¶
- Scope of standing — whose harm counts (direct users, workers, supply chain, wider public). Wider scope catches more but risks paralysis.
- Severity / reversibility threshold — how bad a harm must be before it becomes a hard guardrail rather than a monitored risk.
- Mitigation vs. veto stance — whether findings feed mitigations or can block the disruption outright. This dial sets the review's teeth.
- Cadence — a one-off at launch versus revisiting as scale grows and new harms surface. Harm profiles change with reach.
- Burden accounting — how explicitly you name who bears the cost against who captures the benefit. This is the honesty dial.
When it helps, and when it misleads¶
Its strength is catching displacement harms while they are still cheap to mitigate — before scale makes them irreversible, and before they become the regulatory or reputational event that kills the venture regardless of its trajectory.
Its failure modes are twinned. The first is harm-washing: a checkbox review that documents harms without empowering any mitigation or veto, producing a paper trail and no protection. The mirror failure is weaponized caution — treating every displacement as disqualifying, when creative destruction inevitably displaces something and a review that blocks all change simply protects incumbents. The discipline is to give findings real teeth (guardrail conditions the scale trigger must honor) while holding to proportionality: mitigate and compensate genuine harms rather than veto change wholesale. The anchoring concepts are Schumpeter's creative destruction, which names the displacement inherent in innovation, and the just transition principle, that those displaced by a transition are owed active support.[1]
