Truth Anchor Memo¶
Controlled record — instantiates Deception Blowback Containment
The authoritative internal record of what is real, what was planted to mislead, who is briefed, and which decisions must be made from the truth rather than the cover.
When an organization deliberately puts a misleading signal into the world, it now holds two versions of reality: the cover its target sees, and the truth its own people must act on. The Truth Anchor Memo is the single protected record that keeps the second from being overwritten by the first. It states, side by side, what is genuinely true and what was fabricated, why the fabrication exists, who is read in, when it expires — and, distinctively, it binds specific decisions to itself: designated planning, safety, and financial calls must cite this record, not the cover story. It is not a log of the deception (that governance ledger is the Deception Blowback Register) and not a map of where the lie travels (that is the Audience-Channel Matrix); it is the system of record for truth, deliberately held on a channel apart from the deception so the two never merge.
Example¶
A publicly-traded company is in confidential talks to acquire a competitor. Its lawful public posture is the standard "we don't comment on market rumors." Internally, dozens of people across finance, legal, and integration planning must work the real deal. The slow danger is inward seepage: over weeks, the external no-comment line starts to feel like the truth, and a planning analyst drafts next year's projections as if no acquisition is happening — because "officially" it isn't. The Truth Anchor Memo is the guardrail. It is an access-controlled record stating the deal is real, the public line is a placeholder, exactly who is read in, the expiry (announcement or walk-away), and a binding rule: all internal forecasting must be built from the truth record. When the analyst opens the planning template, the cited source is the memo, not the press line. Outcome: the misdirection works outward without corrupting the numbers the company steers by.
How it works¶
What makes it this mechanism, not a generic file, is the binding. It (1) holds truth and falsehood together with the reason for the gap, so a reader never sees only the cover; (2) names the read-in list, so it is knowable who lacks the truth and therefore must not make bound decisions; (3) designates which decisions are mandated to cite it; and (4) lives on a channel separate from the deception's, so the cover cannot leak into the record. Anyone can keep a secret; this memo makes the truth authoritative and mandatory for the decisions that matter.
Tuning parameters¶
- Read-in breadth — how many people hold the memo. Wider read-in shrinks friendly-reliance risk but enlarges the exposure surface.
- Truth/cover coupling — whether the record restates the cover line beside the truth. Restating helps holders reconcile what they see outside, but risks the cover bleeding into the record.
- Decision-binding scope — which decisions must cite the memo (safety/financial/legal only, versus everything). Broader binding buys more immunity at the cost of friction.
- Channel separation — how strictly the memo is kept off the deception's channels. Stricter separation prevents cross-contamination but complicates legitimate access.
- Refresh and expiry — how often the truth is re-stated, and when the memo sunsets or declassifies.
When it helps, and when it misleads¶
Its strength is that it prevents an actor from eventually believing its own cover story, and it leaves auditors and successors a recoverable ground truth after the operation is forgotten. Its failure modes are quiet: a memo nobody reads is theater; if the read-in list is wrong, the very people making the bound decisions lack the immunity it was meant to give; and over-narrow access can starve a safety decision of the truth it needed. The classic misuse is editing or back-dating the memo to match the cover after the fact — which destroys the one record that was supposed to be incorruptible, and can launder an unauthorized deception as "documented." The discipline that guards against this is to keep the memo append-only and access-logged, on a channel of its own, and to treat it as the single source of truth[n1] that every other record defers to.
How it implements the components¶
protected_truth_anchor— it is the anchor: the access-controlled record of what is true and false, why, who knows, and when it expires.friendly_decision_immunity_guard— by mandating that designated decisions cite the truth record rather than the cover, it immunizes those decisions; this is the rule facet of the guard.
It does not detect when a friendly decision has already drifted onto the planted signal — that live sampling is the Friendly Reliance Probe, which supplies the guard's detection facet. Nor does it log the deception's own governance (purpose, owner, cleanup) — that is the Deception Blowback Register — or map where the signal travels (Audience-Channel Matrix).

The memo is an input, not an actor. It makes the truth available and mandatory, but something else must enforce the mandate: the Friendly Reliance Probe checks that bound decisions actually cite it, and a Compartmented Briefing gets it into the right hands. A truth anchor not wired to those is a filing cabinet, not a guard.
