Core Idea

A counterresponse offset occurs when an intervention successfully improves its direct target but the improvement changes the conditions faced by an adaptive actor or process. That change induces more activity, exposure, risk, or another response that consumes some of the gain. Realized improvement therefore equals the direct engineered improvement minus the induced offset.

The offset can be partial, complete, or strong enough to reverse the sign. Its existence does not imply that the intervention failed or that the responding actor is irrational; it means the response channel belongs inside the system boundary used to evaluate the intervention.
