The Diagnostic Story

Symptom: Interventions keep solving the local problem while the situation stays the same or worsens somewhere just outside the frame. Stakeholders are challenging the framing rather than the proposed solution, and the phrase 'that is out of scope' dismisses effects that clearly shape outcomes. The same issue recurs because the causal engine sits outside the boundary being used for analysis and decision.

Pivot: Redraw the boundary to include the material causes, effects, affected parties, or responsibilities the current frame excludes. The reframe must be tied to a stated causal, ethical, or governance purpose — not used as rhetorical relabeling — and the old and new boundaries must be comparable so what changed is visible and reviewable.

Resolution: Hidden causes, leverage points, and affected parties become part of the analysis. The solution space shifts because a different system is now being optimized, and local improvement efforts can be checked against the broader outcome rather than disappearing into adjacent harm.

What this problem means

The structural problem is **misleading system scope**. A boundary has already been chosen, often tacitly. That boundary makes the problem tractable, but it also excludes something that changes the diagnosis or intervention.

A narrow boundary may hide upstream causes, downstream harms, maintenance burden, excluded communities, future costs, or cross-system feedback. An overbroad boundary may diffuse responsibility so badly that no one can act. A misplaced boundary may center the visible symptom rather than the subsystem that controls it.

The root tension is that all boundaries exclude. Exclusion is not automatically wrong; it is what makes action possible. Boundary Reframing becomes necessary when the exclusions are material enough that the old frame produces false confidence, bad accountability, ineffective solutions, or exported harm.
