Capacity Reservation¶
Reserve scarce capacity for critical, uncertain, or future needs so it is not consumed by lower-priority present demand.
The Diagnostic Story¶
Symptom: The resource pool fills up with ordinary, visible demand before the critical need ever appears. When the emergency finally arrives, there is nothing left — and the system has no fast way to create more. High utilization looked like a success right up to the moment it became a liability. Reserves that once existed have quietly drained into routine use, and now no one can point to what they were protecting against.
Pivot: Stop treating total utilization as the goal. Partition the pool so a defined portion is protected behind explicit eligibility and release rules, reserved for the need that arrives later, at higher stakes, and with no queue position. The reserve earns its cost not by being used constantly but by being available when release conditions are genuinely met.
Resolution: Readiness is preserved: when the critical demand arrives it is not crowded out, and the response is faster because capacity is already positioned. Utilization trade-offs become honest rather than hidden. Drawdown triggers replenishment or deliberate redesign, so the reserve does not silently erode back to zero.

Diagnostic problem

What this problem means
The structural problem is crowd-out under scarcity. A shared capacity pool is available to many demands. Present demands consume it because they are visible, measurable, or politically salient. Later, a critical event, surge, interruption, obligation, or strategic opportunity appears, but capacity cannot be created quickly enough.
This creates false efficiency. A fully booked clinic, fully committed budget, fully utilized compute cluster, fully assigned team, or fully optimized supply chain can look productive while losing readiness. The missing fact is that some capacity has its highest value when it remains available.
