The Diagnostic Story

Symptom: The core system looks clean and orderly, but somewhere downstream — a support queue, a cleanup contractor, an underfunded team, an external environment — is absorbing the disorder that makes the core's tidiness possible. The receiving location is invisible in the primary metrics, so the burden being placed on it never enters the calculation.

Pivot: Define the protected subsystem and the disorder burden it generates, move that burden through a governed export path into a designated sink, make the externalized burden visible, and assign explicit cleanup and capacity obligations. Feed sink impact back into source decisions.
