Nested Feedback Alignment

Align feedback loops across nested levels so local correction does not create system-level instability.

The Diagnostic Story

Symptom: Local units make sensible corrections but the aggregate picture keeps worsening. Higher-level governance responds to aggregate signals with mandates that arrive too late, canceling local learning that was working. Each scale blames the other for the instability, while the actual problem is that the feedback loops are operating on incompatible targets, speeds, and authority rules.

Pivot: Map feedback loops at each scale and compare their targets, signal timing, correction gain, and authority. Then tune translation, escalation thresholds, damping, and learning paths so a correction at one level does not trigger a destabilizing response at another.

Resolution: Local responsiveness is preserved while system-level stability holds. Escalation is governed by explicit rules so it is predictable and legitimate rather than triggered by crisis. Metric gaming and risk-shifting between levels fall because signals retain their meaning across scales.
