The Diagnostic Story¶
Symptom: More input — more budget, more repetition, more enforcement, more capacity — produces no proportional improvement. The absolute numbers still exist so escalation feels justified, but the marginal gain has quietly become negligible. The team debates whether to double down because the tactic once worked, not because the evidence says it still does. The system becomes noisier, more expensive, or more fatigued while the target outcome stays flat.
Pivot: Measure marginal response for the current input pathway, not total output. Validate whether the response has genuinely plateaued or whether a temporary dip is being mistaken for saturation. Activate a stop rule that prevents continued escalation once marginal response falls below a defined threshold, and select a substantively different strategy rather than a louder version of the same one.

What this problem means
